La incidencia del clima organizacional sobre la implementación del Plan Estratégico del SENARA, en el periodo 2015-2021

Resumen
El clima organizacional es un tema de interés para la planificación que se ha
realizado tanto a nivel mundial como a nivel nacional. Las instituciones orientan diferentes
esfuerzos e iniciativas por alcanzar un óptimo cumplimiento de los planes institucionales.
Como parte del esfuerzo institucional, en este caso, del Senara, en relación con la
implementación del Plan Estratégico, una preocupación que acompaña a esta entidad es
el hecho que los resultados de la implementación del Plan Estratégico no fueron los
óptimos, además, existe una correlación muy estrecha con el factor clima organizacional
en la institución, por lo que se cuestiona a partir de los principios de la planificación:
¿Cómo incide el clima organizacional del Servicio Nacional de Aguas Subterráneas,
Riego y Avenamiento (SENARA) en la implementación de su Plan Estratégico, vigente
en el periodo 2015-2021?
La presente investigación se enfoca en contextualizar la realidad que tiene el
Senara con respecto al clima organizacional y cómo este influye en las diferentes etapas
que sufre el Plan Estratégico. Una vez que se logre captar los rasgos más importantes e
influyentes del clima organizacional se procede a crear una propuesta, desde la
planificación, que apoye y fomente un ambiente organizacional óptimo para el
cumplimiento de todos los programas, planes y proyectos presentes en la institución.
Mediante la aplicación de cuestionarios y entrevistas por medios alternativos, se
logró recabar la información que sirvió de insumo para canalizar los esfuerzos mediante
ejes estratégicos que serán una guía para dar apoyo a la importante labor que se realiza
en materia de la incidencia del clima organizacional, identificando, principalmente, el
debilitamiento de algunos aspectos de este, tales como: la participación activa del recurso
humano, el trabajo en equipo, y temas relacionados con el liderazgo presente en la
organización.
The organizational climate is a topic of interest for planning that has been performed both globally and nationally. The institutions guide different efforts and initiatives to achieve optimal compliance with institutional plans. As part of the institutional effort, in this case, of Senara, in relation to the implementation of the Strategic Plan, a concern that accompanies this entity is the fact that the results of the implementation of the Strategic Plan were not the optimal, in addition, there is a very close correlation with the organizational climate factor in the institution, so it is questioned from the principles of planning: How does the organizational climate of the National Groundwater Service, Irrigation and Drainage (SENARA) in the implementation of its Strategic Plan, in force in the period 2015-2021? The present investigation focuses on contextualizing the reality that the Senara regarding the organizational climate and how it influences the different stages suffered by the Strategic Plan. Once the most important features and influencers of the organizational climate proceeds to create a proposal, from the planning, which supports and fosters an optimal organizational environment for compliance with all programs, plans and projects present in the institution. Through the application of questionnaires and interviews by alternative means, managed to collect the information that served as input to channel efforts through strategic axes that will be a guide to support the important work being done in terms of the incidence of the organizational climate, identifying, mainly, the weakening of some aspects of this, such as: the active participation of the resource human, teamwork, and issues related to leadership present in the organization.
