Problemáticas que enfrentan las Pymes de la industria textil en materia de prácticas desleales en el comercio y medidas de salvaguardias: Soluciones y recomendaciones

Resumen
El problema abordado en la presente investigación consiste en conocer la vulnerabilidad
de las pymes productoras de textiles frente a las importaciones, tomando en cuenta la
escasa disponibilidad de información y las limitantes económicas. La escasa
disponibilidad de información y las restricciones en el acceso a bases de datos sobre las
características de las MIPYMES constituyen un factor común en América Latina y el
Caribe.
En consecuencia, el propósito de esta investigación consistió en identificar aquellos
factores que dificultan el desarrollo o restringen la competitividad de las pymes en el
mercado local. Dicho trabajo, presenta una especial atención a la amenaza que podría
representar un aumento sustancial en las importaciones de textiles, así como posibles
prácticas desleales realizadas por empresas extranjeras directamente competitivas.
La metodología de investigación utilizada fue de naturaleza analítica, empleando el
método deductivo. Se implementaron técnicas de encuestas a las pymes productoras del
Sector Textil y entrevistas a expertos en materia de defensa comercial.
Como resultado de la investigación se determinó que las pymes productoras de textiles en
la Republica Dominicana no solo poseen poca información en temas relacionados a la
defensa comercial, sino que tampoco saben cómo pueden obtenerla. De igual manera, las
pequeñas y medianas empresas dedicadas a la actividad textil en la República
Dominicana, se muestran abiertas a recibir capacitación en estos temas.
Por otro lado, el difícil acceso a financiamiento obstaculiza los procesos de soporte a
estas empresas, ya que los procesos de investigación y consultorías son costosos.
Para contrarrestar estas debilidades, se necesita, entre otras cosas, realizar programas de
capacitación a las pymes en aquellas áreas donde carezcan de preparación, mayor
acercamiento institucional y mejores programas de difusión de información para
concientizar a las empresas de los mecanismos y servicios brindados por las instituciones
encargadas de la defensa de los sectores productivos.
The problem addressed in this research is to know the vulnerability of SMEs in the textile industries in front of imports, taking into account the limited availability of information and economic constraints. This limited availability of information and the restrictions on access to databases on the characteristics of MSMEs are a common factor in Latin America and the Caribbean. Consequently the purpose of this research was to identify the factors that hinder or restrict the development of SMEs competitiveness in the local market. This work presents a special attention to the threat that could represent a substantial increase in imports of textiles and possible unfair practices by foreign companies directly competitive. The research methodology used was analytical nature, using the deductive method. Survey techniques were implemented to the producing SMEs in the Textile Sector and interviews with experts in the field of trade defense. As a result of the investigation it was determined that SMEs producing textiles in the Dominican Republic doesn´t have information on issues related to trade defense, and doesn’t know how they can get it. Similarly, small and medium enterprises engaged in the textile industry in the Dominican Republic, are open to receive training on these issues. Otherwise, the difficult access to financing hinders processes support these companies, as the research and consultation processes are very expensive. To counter these weaknesses, is needed, among other things, conducting training programs for SMEs in those areas where their have lack of preparation, more institutional approach and better programs of disseminating the information to train companies of the mechanisms and services provided by the institutions responsible for the defense of the productive sectors.
