Evaluación de proyectos en la Fundación PANIAMOR: lineamientos desde el enfoque de gestión por resultados para el desarrollo

Resumen
La presente práctica dirigida se realizó en la Fundación PANIAMOR, específicamente con la Dirección de Planificación y Evaluación. En esta se diseñaron lineamientos metodológicos y operativos para los procesos de evaluación de proyectos dentro de PANIAMOR, lo cual contribuyó al cumplimiento de su Plan Estratégico 2018-2022, desde el enfoque de la gestión por resultados para el desarrollo. Primeramente, se realizó un diagnóstico socio-organizativo sobre los aciertos y desaciertos de PANIAMOR en materia de evaluación de proyectos. Luego, se diseñó una guía metodológica a partir de los resultados del diagnóstico, la cual se espera contribuya a la resolución de algunos de los problemas identificados por este. Por último, se hizo un proceso de validación de los productos generados con personal clave de la Fundación. Se considera dicho trabajo como una oportunidad para aplicar las capacidades y habilidades adquiridas durante la carrera. En el caso del conocimiento teórico y procedimental, se empleará la pericia generada específicamente en las áreas de cooperación internacional y evaluación de proyectos. Mientras que, en el caso de las capacidades y habilidades blandas, se pondrá a prueba la capacidad para trabajar en equipo, negociar, comunicarse asertivamente, entre otras.
This directed practice was carried out at the PANIAMOR Foundation, specifically with the Planning and Evaluation Department. In this, methodological and operational guidelines were designed for the project evaluation processes within PANIAMOR, which contributed to the fulfillment of its 2018-2022 Strategic Plan, from the approach of management by results for development. First, a socio-organizational diagnosis was made on the successes and failures of PANIAMOR in terms of project evaluation. Then, a methodological guide was designed based on the results of the diagnosis, which is expected to contribute to the resolution of some of the problems identified by it. Finally, a validation process of the products generated was carried out with key personnel of the Foundation. Such work is seen as an opportunity to apply the skills and abilities acquired during the career. In the case of theoretical and procedural knowledge, the expertise generated specifically in the areas of international cooperation and project evaluation will be used. While, in the case of soft skills and abilities, the ability to work as a team, negotiate, communicate assertively, among others, will be tested.
