Análisis Comparativo, Auditoría Operativa y Presupuestaria del Programa AVANCEMOS en el Área Regional de Alajuela del Instituto Mixto de Ayuda Social (IMAS), durante el periodo 2007-2009.

Resumen
El objetivo general de en esta investigación fue analizar la inversión realizada en el programa avancemos (IMAS) en el periodo 2007-2009 y determinar si ha disminuido los niveles de deserción. Este programa se ha creado con el concepto de protección social como una inversión en capital humano, estos programas apuntan a reducir la pobreza y a fomentar a las personas en educación, salud y nutrición. Para el desarrollo de este trabajo se utilizó el método de investigación denominada muestreo sistemático compuesta por 300 expedientes que representa un total de 368 estudiantes que pertenecen al cantón central de Alajuela. Se definieron 4 variables sobre los cuales se realizó el análisis. En la variable Normativa, se revisó que los expedientes contaban con los documentos que exige la normativa del Programa Avancemos (fotocopia de cédula de identidad del padre, madre o encargado, documento que demuestre la matrícula y el nivel académico que cursa el o los estudiantes, ficha de Información social vigente (FIS), constancia de nacimiento de los menores de edad). Para la variable perfil de la población se revisó de los expedientes, edad, sexo, ingresos, línea de pobreza niveles de puntaje, ficha de información social, nivel educativo de los estudiantes. Para la variable deserción se revisó de los expedientes los motivos de deserción, el sexo de los estudiantes, la edad de cada estudiante que deserto, si pertenecía a secundaria, si pertenecía a zona urbana o rural. Para la variable presupuesto e inversión, se analizaron los informes de resultados y liquidaciones presupuestarias pertenecientes al IMAS, el presupuesto asignado al IMAS por periodos ordinarios y extraordinarios y las metas asignadas por año.
The general objective of this research was to analyze the investment made in the avancemos program (IMAS) in the period 2007-2009 and to determine if it has decreased the levels of desertion. This program has been created with the concept of social protection as an investment in human capital, these programs aim to reduce poverty and encourage people in education, health and nutrition. For the development of this work we used the research method called systematic sampling composed of 300 files that represent a total of 368 students belonging to the central canton of Alajuela. Four variables were defined on which the analysis was carried out. In the Normative variable, the files were checked to ensure that they had the documents required by the Avancemos Program regulations (photocopy of the identity card of the father, mother or caregiver, document showing enrollment and the academic level of the student(s), current Social Information Form (FIS), proof of birth of minors).
