Retos y oportunidades de Costa Rica en la nueva era espacial latinoamericana

Abstract

Desde la segunda mitad del siglo XX, el auge de las nuevas tecnologías ha sido muy relevante en términos de innovación y desarrollo, lo cual le ha permitido a la humanidad cubrir vacíos existentes en diferentes ámbitos. Uno de estos es el sector espacial, que al involucrar aspectos del espacio extraterrestre, soberanía y territorio, se vuelve un objeto de importancia para estudio en el campo de las Relaciones Internacionales y es necesario que esta disciplina avance e incorpore análisis relacionados a este. Evidencia de ello ha sido el surgimiento de la astropolítica, término derivado de los conceptos más clásicos de geopolítica, o la creación del término ectocracia, coelaborado por las autoras, para entender el dominio del exterior. Sin embargo, a pesar de que la carrera espacial no es algo nuevo, son pocos los estudios realizados en esta materia o que incluyan diversos focos de análisis.En este sentido, el documento logra sintetizar parte de la carrera espacial latinoamericana, haciendo un breve repaso por los logros de las grandes potencias en esta materia, con el fin de vislumbrar el camino bajo el cual la región ha decidido direccionarse y crear distancia del realismo clásico característico de este ambiente, para pasar a una astropolítica que muestra al ámbito espacial como un espacio en el que es necesario un componente de cooperación para su desarrollo. En contraposición, se muestra el caso costarricense, donde, derivado de entrevistas con personas expertas en la materia a nivel nacional, se presenta el panorama actual a nivel país.Lo anterior se condensa en cuatro capítulos, donde el primero ofrece las bases metodológicas de la investigación, exponiendo los objetivos y el marco teórico; así como las metodologías por utilizar, donde destaca el método cualitativo y la técnica de la entrevista. A su vez, el segundo apartado brinda los sustentos teóricos del escrito, haciendo un barrido sobre la evolución de la geopolítica hasta llegar a la astropolítica, sin dejar de lado una serie de complementos teóricos que brindan sustento a los restantes segmentos.Sumado a ello, el capítulo tres parte de las acciones realizadas por las grandes potencias espaciales −Rusia, China y Estados Unidos−, para así exponer los estudios de caso seleccionados, como lo son Colombia, Bolivia, Brasil, Argentina y México, donde se recopiló información sobre sus políticas públicas, los entes encargados de la política espacial, así como sus progresos y retrocesos.Por último, el capítulo cuatro presenta a Costa Rica y los retos y las oportunidades del país para posicionarse en lo que las autoras denominan la nueva era espacial latinoamericana. Muestra los actores costarricenses involucrados en la industria espacial, la normativa interna que permite su desarrollo, así como un análisis basado en los resultados de las entrevistas y una breve comparación del caso costarricense con los países latinoamericanos estudiados.Como conclusión, el estudio logró evidenciar el futuro alentador con el que cuenta el país para posicionarse a nivel regional; sin embargo, esto hoy en día no es posible debido a la falta de voluntad política para ejecutar las políticas públicas y acciones necesarias para impulsar el sector, aunque se cuenta con oportunidades como capital humano, investigaciones y entidades afines que, articuladas de la manera correcta, pueden otorgar un marco sólido para avanzar. A su vez, se brindó una serie de recomendaciones en el ámbito político, académico y principalmente sobre la toma de decisiones, para buscar en conjunto avanzar no hacia un futuro sino hacia una realidad, como lo es el espacio exterior y sus beneficios.

Since the second half of the twentieth century, the rise of new technologies has been very relevant in terms of innovation and development, which has allowed humanity to fill existing gaps in different areas. One of these is the space sector, which by involving aspects of extraterrestrial space, sovereignty and territory, becomes an object of importance for study in the field of International Relations and it is necessary for this discipline to advance and incorporate analyses related to it. Evidence of this has been the emergence of astropolitics, a term derived from the more classical concepts of geopolitics, or the creation of the term ectocracy, co-developed by the authors, to understand the dominance of the exterior. However, although the space race is not something new, few studies have been carried out on this subject or include different focuses of analysis. In this sense, the document manages to synthesize part of the Latin American space race, making a brief review of the achievements of the great powers in this area, in order to glimpse the path under which the region has decided to address and create distance from the classic realism characteristic of this environment, to move to an astro-politics that shows the space field as a space in which a cooperative component is necessary for its development.In contrast, the Costa Rican case is shown, where, derived from interviews with experts in the field at the national level, the current situation in the country is presented in four chapters, where the first one offers the methodological bases of the research, exposing the objectives and the theoretical framework; as well as the methodologies to be used, where the qualitative method and the interview technique stand out. In turn, the second section provides the theoretical underpinnings of the paper, making a sweep on the evolution of geopolitics until reaching astropolitics, without leaving aside a series of theoretical complements that provide support to the remaining segments. In addition, chapter three is based on the actions carried out by the major space powers -Russia, China and the United States- in order to present the selected case studies, such as Colombia, Bolivia, Brazil, Argentina and Mexico, where information was gathered on their public policies, the entities in charge of space policy, as well as their progress and setbacks.Finally, chapter four presents Costa Rica and the challenges and opportunities for the country to position itself in what the authors call the new Latin American space era. It shows the Costa Rican actors involved in the space industry, the internal regulations that allow its development, as well as an analysis based on the results of the interviews and a brief comparison of the Costa Rican case with the Latin American countries studied. However, this is not possible today due to the lack of political will to implement the public policies and actions necessary to promote the sector, although there are opportunities such as human capital, research and related entities that, if articulated in the right way, can provide a solid framework for progress. At the same time, a series of recommendations were made in the political and academic spheres, and mainly on decision making, to jointly seek to move forward not towards a future but towards a reality, such as outer space and its benefits.
