Propuesta de Observatorio de Cooperación Internacional en Ciencia, Tecnología e Innovación (Obci-Ti) en el Consejo Nacional para Investigaciones Científicas y Tecnológicas (Conicit)

Abstract

El Presente informe tiene el propósito de aplicar conocimientos adquiridos y dar a conocer los aportes realizados durante la Práctica Dirigida en el Consejo Nacional para Investigaciones Científicas y Tecnológicas (CONICIT), durante el período de marzo del 2020 a diciembre del mismo año, mediante la creación de una Propuesta de Observatorio de Cooperación Internacional en Ciencia Tecnología e Innovación ObCI-Ti. Dicha propuesta, toma en consideración y como referente algunos elementos abordados por el Plan Piloto de Estrategia De Prospección de Convocatorias Internacionales en Ciencia Tecnología e Innovación para investigación y desarrollo (I+D) como nuevo servicio en la Unidad de Vinculación y Asesoría del Conicit, trabajo final de graduación llevado a cabo por la señorita Diana Arroyo Benavides. De modo que el informe toma como precedente la investigación inicialmente abordada por la señorita Arroyo, y establece una etapa más avanzada de las bases de dicho plan para la construcción de la propuesta. El objetivo del informe es que la propuesta de observatorio opere como instrumento adecuado y necesario para la consecución y transmisión de información referente a fondos cooperación, convocatorias internacionales en ciencia, tecnología e innovación (CTI) y captación de opciones de financiamiento para proyectos de investigación y desarrollo, abarcando como complemento teórico, el término de Diplomacia Científica. El informe toma en cuenta las dinámicas recientes del Sistema Internacional sobre la clasificación de Costa Rica como país de renta media-alta (PRMA) por parte del Banco Mundial (BM), lo anterior le impide al país ser receptor de Cooperación técnica y Cooperación no Reembolsable a gran escala, como venía sucediendo desde el siglo pasado mediante la categoría de Ayuda Oficial para el Desarrollo AOD. Por tanto, en la presente investigación se analizan las dinámicas de la creciente demanda de Cooperación Internacional para (I+D) en ciencia, tecnología e innovación, y se aborda la definición, pertinencia y viabilidad de instaurar un observatorio, como mecanismo para atender o brindar un servicio a las personas investigadoras que solicitan asistencia al no recibir la necesaria por parte de los centros de investigación del país, o unidades académicas a las cuales pertenecen. Lo anterior también se debe a que Costa Rica, por sí sola presentabrechas en su capacidad de invertir lo necesario para la investigación y desarrollo en CTI, así como también en otras áreas de investigación. Por tanto, el presente informe le plantea a la Promotora Costarricense de Innovación e Investigación (ProInnova), la implementación y el seguimiento operativo del Observatorio. ProInnova es una institución subordinada al Ministerio de Ciencia, Innovación, Tecnología y Telecomunicaciones (MICITT) la cual surge como resultado de un proyecto de ley que sustituye al CONICIT otorgándole el lugar a la nueva Promotora. Asimismo, con la se toma en cuenta como recomendación final, el valorar la posibilidad de que sea implementado en conjunto, como área de extensión o en su totalidad, por el Centro Nacional de Alta Tecnología CeNAT, de no ser posible en la Promotora Costarricense de Innovación e Investigación.

The purpose of this report is to apply the knowledge acquired and make known the contributions made during the Directed Practice at the National Council for Scientific and Technological Research (CONICIT), during the period from March 2020 to December of the same year, through the creation of a Proposal for an Observatory of International Cooperation in Science, Technology and Innovation ObCI-Ti. This proposal takes into consideration and as a reference some elements addressed by the Pilot Plan for the Prospecting Strategy of International Calls in Science, Technology and Innovation for research and development (R&D) as a new service in the Linking and Advisory Unit of CONICIT, final graduation work carried out by Ms. Diana Arroyo Benavides. Thus, the report takes as a precedent the research initially addressed by Ms. Arroyo, and establishes a more advanced stage of the bases of such plan for the construction of the proposal. The objective of the report is for the observatory proposal to operate as an adequate and necessary instrument for obtaining and transmitting information regarding cooperation funds, international calls for proposals in science, technology and innovation (STI) and attracting financing options for research and development projects, including, as a theoretical complement, the term Science Diplomacy. The report takes into account the recent dynamics of the International System regarding the classification of Costa Rica as an upper-middle income country (UMIC) by the World Bank (WB), which prevents the country from being a recipient of technical cooperation and non-reimbursable cooperation on a large scale, as has been the case since the last century through the category of Official Development Assistance (ODA). Therefore, this research analyzes the dynamics of the growing demand for International Cooperation (R&D) in science, technology and innovation, and addresses the definition, relevance and feasibility of establishing an observatory, as a mechanism to meet or provide a service to researchers who request assistance when they do not receive the necessary from the country's research centers or academic units to which they belong. This is also due to the fact that Costa Rica, on its own, lacks the capacity to invest what is necessary for research and development in STI, as well as in other areas of research. Therefore, this report proposes to the Costa Rican Promoter of Innovation and Research (ProInnova), the implementation and operational follow-up of the Observatory. ProInnova is an institution subordinated to the Ministry of Science, Innovation, Technology and Telecommunications (MICITT), which arises as a result of a bill that replaces CONICIT, giving place to the new Promotora. Likewise, the final recommendation is to consider the possibility of implementing it jointly, as an extension area or in its entirety, by the National High Technology Center CeNAT, if this is not possible in the Costa Rican Promoter of Innovation and Research.
