Clúster de Turismo Médico en el cantón de Liberia, Guanacaste: incidencia de su establecimiento sobre los encadenamientos locales para promover el desarrollo territorial del cantón de Liberia

Abstract

En el presente trabajo de investigación se pretende analizar los efectos sobre los encadenamientos productivos que se generan al implementar un clúster de turismo médico para promover el desarrollo territorial del cantón de Liberia en el periodo 2010-2022. Para dicho propósito, primero se plantea identificar los factores asociados a las ventajas competitivas que posee el cantón de Liberia para cumplir con el objetivo de determinar las condiciones necesarias para llevar a cabo la construcción de un posible clúster que permita el crecimiento y fomento del sector de turismo médico. Aunado a lo anterior, se determinan los actores públicos, privados y locales, además de la vinculación entre ellos, frente a la influencia que pueden propiciar ante el desarrollo del clúster de turismo médico. Asimismo, como tercer objetivo de esta investigación se describe una cadena de valor generada por el potencial clúster en la zona de estudio y sus encadenamientos hacia atrás y hacia adelante. En este contexto, el presente trabajo surge porque existe una centralización de desarrollo en la Gran Área Metropolitana, que propicia una exclusión de regiones fuera de esta zona aunado al incremento de las brechas sociales y la desigualdad en cuestiones de desarrollo territorial. Por consiguiente, esta investigación brota del problema anterior para promover el desarrollo territorial del cantón de Liberia, así como disminuir los problemas económicos de la región, al mismo tiempo, encaminar al país a una recuperación económica especialmente en el sector de turismo nacional. Por otro lado, esta investigación destaca a la provincia de Guanacaste por un gran atractivo turístico, especialmente el territorio de Liberia, por su potencial ante la posible implementación de un clúster de turismo. Precisamente, la región liberiana cuenta con las condiciones y características para que a través de las vinculaciones entre actores se puedan generar encadenamientos productivos, producto de un clúster de turismo que propicie el desarrollo territorial del cantón de Liberia.The present research work aims to analyze the effects on the productive chains that are generated when implementing a medical tourism cluster to promote the territorial development of the canton of Liberia in the period 2010-2022. Likewise, as the third objective of this research, a value chain generated by the potential cluster in the study area and its backward and forward chains are described. In this context, the present work arises because there is a centralization of development in the Greater Metropolitan Area, which leads to the exclusion of regions outside this area combined with the increase in social gaps and inequality in matters of territorial development. Therefore, this research arises from the previous problem to promote the territorial development of the canton of Liberia, as well as reduce the economic problems of the region, at the same time, direct the country to an economic recovery especially in the national tourism sector. On the other hand, this research highlights the province of Guanacaste for its great tourist attraction, especially the territory of Liberia, for its potential for the possible implementation of a tourism cluster. Precisely, the Liberian region has the conditions and characteristics so that, through the links between actors, productive chains can be generated, the product of a tourism cluster that promotes the territorial development of the canton of Liberia.
