Observatorio de la integración II

Abstract

El segundo Seminario Integración Regional es la culminación de un esfuerzo por desarrollar un conjunto de matrices que reúnan indicadores relacionados con los del proceso de integración desde la dimensión del Sistema de Integración Centroamericana (SICA). Durante el 2014, se desarrollaron matrices en los temas de Proyectos de Cooperación, Institucionalidad del SICA, Reuniones Presidenciales y se inició una sobre Instrumentos Jurídicos. En esta segunda fase del seminario, se presentan cuatro matrices las cuales son: Instrumentos Jurídicos, Nombramiento de Jerarcas, Conflictos Regionales y Planes y Estrategias concluidas. La idea de generar matrices con indicadores sobre los procesos del SICA como producto del acercamiento de la Escuela de Relaciones Internacionales de la Universidad Nacional (ERI) y los responsables del Informe del Estado de la Región (perteneciente al PEN del CONARE), es con el objetivo de responder a la problemática sentida por los y las investigadoras de ambas instancias respecto a la ausencia de información sistematizada y confiable en el tema. Si bien es cierto, el proceso de integración de la región centroamericana es mucho más complejo que lo incluido en el ámbito del SICA y sus múltiples instituciones, la integración desde sectores e instancias no gubernamentales “continúa adoleciendo de una falta de programas e instrumentos que le permitan desplegar sus potencialidades integracionistas” (CeSPI, 2011:3), y por lo tanto su estudio y seguimiento requiere investigaciones profundas y de mayores alcances que los formulados para estos seminarios. En el caso del SICA, “[l]os pasados compartidos, acuerdos, tratados e instituciones, de alguna u otra forma fueron incorporando una red extensa y entreverada de instituciones que le han dado la forma caótica que tiene esta integración institucional centroamericana” (Delgado, 2014:107) lo que da como resultado la fragmentación y difícil acceso a la información que permita el análisis y seguimiento a los procesos. Las bases de datos que se presentan, tienen como finalidad la sistematización de la información básica sobre el proceso de integración centroamericana, iniciando por el marco institucional regional, representado por el SICA (Protocolo de Tegucigalpa), y así poner a disposición de investigadores e investigadoras de la ERI y del Informe Estado de la Región, información actualizada y confiable. Las matrices no buscan ser un recurrido integral por los múltiples procesos involucrados en la integración regional, si no que intentan ser una primera aproximación al desarrollo de variables que apoyen el estudio del proceso. De esta manera, la participación en el seminario permitió a las estudiantes un acercamiento a la situación del SICA y de su papel en los procesos de integración, pero fundamentalmente genera aprendizajes entorno a la preocupación metodológica de recabar información confiable, verás, susceptible a ser verificada y actualizada. Se adaptó además a las circunstancias particulares de cada estudiante, permitiendo un trabajo desde sus propios espacios y según sus posibilidades de tiempo.

The second Regional Integration Seminar is the culmination of an effort to develop a set of matrices that bring together indicators related to the integration process from the dimension of the Central American Integration System (SICA). During 2014, matrices were developed on the topics of Cooperation Projects, SICA Institutionalism, Presidential Meetings and one on Legal Instruments was initiated. In this second phase of the seminar, four matrices are presented which are: Legal Instruments, Appointment of Heads of State, Regional Conflicts and Finalized Plans and Strategies. The idea of generating matrices with indicators on SICA processes as a result of the approach of the School of International Relations of the National University (ERI) and those responsible for the State of the Region Report (belonging to CONARE's PEN), is with the objective of responding to the problems felt by the researchers of both instances regarding the absence of systematized and reliable information on the subject. Although it is true that the integration process in the Central American region is much more complex than what is included in the scope of SICA and its multiple institutions, integration from non-governmental sectors and instances "continues to suffer from a lack of programs and instruments that would allow it to deploy its integrationist potential" (CeSPI, 2011:3), and therefore its study and follow-up requires in-depth research of greater scope than that formulated for these seminars. In the case of SICA, "[t]he shared pasts, agreements, treaties and institutions, in one way or another, incorporated an extensive and intertwined network of institutions that have given it the chaotic form that this Central American institutional integration has" (Delgado, 2014:107), which results in fragmentation and difficult access to information that allows the analysis and monitoring of the processes. The purpose of the databases presented here is to systematize basic information on the Central American integration process, starting with the regional institutional framework, represented by SICA (Tegucigalpa Protocol), and thus make updated and reliable information available to researchers of the ERI and the State of the Region Report. The matrices do not seek to be an integral resource for the multiple processes involved in regional integration, but rather to be a first approximation to the development of variables that support the study of the process. Thus, the participation in the seminar allowed the students to approach the situation of SICA and its role in the integration processes, but fundamentally generated learning about the methodological concern of gathering reliable information, which can be verified and updated. It was also adapted to the particular circumstances of each student, allowing them to work from their own spaces and according to their time possibilities.
