La cadena de valor de la pesca en el Golfo de Nicoya. Estudio de caso del Área Marina de Pesca Responsable (AMPR) Paquera-Tambor

Resumen
El proyecto final de graduación comprende un análisis de la cadena de valor
de pesca del AMPR Paquera-Tambor en relación con las condiciones de vida de los
pescadores, así como las oportunidades de comercialización que estos presentan.
La cadena de valor se refiere al conjunto de actividades involucradas en el
diseño, producción y comercialización de un producto, en este caso del pescado
producido en el Golfo de Nicoya.
La investigación responde a un objetivo general centrado en el análisis de la
cadena de valor, además, abarca cuatro objetivos específicos los cuales se enfocan
en un diagnóstico del contexto económico y político-institucional, a partir de esto se
caracteriza la cadena de valor; para así determinar sus problemáticas y necesidades
y por último, el planteamiento de la propuesta que promueva oportunidades para su
fortalecimiento.
Seguidamente, el trabajo de campo realizado consistió en entrevistas y
cuestionarios a los diferentes actores clave en el AMPR, participación en talleres
con organizaciones de pescadores, reuniones con instituciones y representantes,
así como la observación no participante.
La información recolectada permitió conocer que el principal motor
económico en el AMPR es la pesca, sin embargo, la actividad se encuentra
deteriorada lo que afecta sus indicadores económicos. Su tejido político-institucional
es amplio, pero en él se encuentran distintas necesidades que deben ser
abordadas. De manera complementaria, se identificó mediante un FODA los
problemas de la cadena de valor y las necesidades que surgen a partir de este.
Las conclusiones y recomendaciones de la investigación se orientan a la
articulación de las entidades institucionales y organizaciones locales que permitan
el mejoramiento de la comercialización del pescado.
Finalmente, la propuesta consiste en la elaboración de estrategias y líneas
de acción de fortalecimiento para generar oportunidades en el AMPR, compone de
un análisis cruzado que contempla las fortalezas, oportunidades, debilidades y
amenazas de la cadena, sus objetivos, matriz estratégica y evaluación y
seguimiento.
The final graduation project includes an analysis of the fishing value chain of the AMPR Paquera-Tambor in relation to the living conditions of the fishermen, as well as the marketing opportunities that they present. The value chain refers to the set of activities involved in the design, production and commercialization of a product, in this case the fish produced in the Gulf of Nicoya. The research responds to a general objective focused on the analysis of the value chain, in addition, it covers four specific objectives which focus on a diagnosis of the economic and political-institutional context, from this the value chain is characterized; in order to determine their problems and needs and finally, the approach of the proposal that promotes opportunities for their strengthening. Next, the field work carried out consisted of interviews and questionnaires to the different key actors in the AMPR, participation in workshops with fishermen's organizations, meetings with institutions and representatives, as well as non-participant observation. The information collected allowed us to know that the main economic engine in the AMPR is fishing, however, the activity is deteriorated, which affects its economic indicators. Its political-institutional fabric is broad, but it contains different needs that must be addressed. In a complementary way, the problems of the value chain and the needs that arise from it were identified through a SWOT. The conclusions and recommendations of the investigation are oriented to the articulation of the institutional entities and local organizations that allow the improvement of the commercialization of the fish. Finally, the proposal consists of the elaboration of strengthening strategies and lines of action to generate opportunities in the AMPR, it consists of a crossed analysis that contemplates the strengths, opportunities, weaknesses and threats of the chain, its objectives, strategic matrix and evaluation and follow-up.
