Pasantía en la Dirección de Cuarentena Animal (DCA), Servicio Nacional de Salud Animal (SENASA) (Heredia, Costa Rica) en procesos formales oficiales para la importación de carne de cerdo y subproductos

Resumen
Se realizó una pasantía de ocho semanas en la Dirección de Cuarentena
Animal (DCA) del Servicio Nacional de Salud Animal (SENASA), ubicada en el
distrito Ulloa, del cantón central de Heredia; entidad encargada de regular el
comercio internacional de animales vivos, productos y subproductos de origen
animal. Se desarrollaron destrezas y habilidades en los procesos formales oficiales
para la importación de carne de cerdo y subproductos, así como de otras mercancías
de interés cuarentenario. Cabe resaltar que es la primera pasantía realizada en la
regulación del comercio internacional por una estudiante de la Escuela de Medicina
Veterinaria de la UNA.
Se participó en el registro del muestreo de 59 importaciones cárnicas porcinas.
Los embutidos fueron la mercancía más común (40.7%). Estados Unidos fue el país
de origen de la mayoría de las importaciones porcinas (75.2%), y entre los análisis
realizados durante la pasantía, predominó el análisis de multiresiduos (15.2%). Se
determinó que la peste porcina africana (PPA) y la peste porcina clásica (PPC) son
las enfermedades en cerdos que más amenazan al comercio exterior en la
actualidad. No se presentaron situaciones que ameritaran el decomiso de carne de
cerdo o subproductos. Se presenció una devolución a puesto de ingreso fronterizo
(PIF) por violación de los protocolos de importación.
Fueron revisados 92 certificados sanitarios para la exportación de mascotas y
verificados 16 certificados de importación/exportación de diversas mercancías de
origen animal a 25 países.
An eight weeks internship was carried out at Dirección de Cuarentena Animal (DCA) of Servicio Nacional de Salud Animal (SENASA), located in Ulloa district of Heredia. This entity is responsible of regulating global trading of animals, its products and by-products. Skills were developed regarding official formal processes for the importation of pork and by-products, as well as other goods of quarantine interest. This is the first internship in the regulatory field done by a student of the Escuela de Medicina Veterinaria at the UNA. The student took part in the sampling of 59 pork imports: sausages were the most common merchandise (40.7%), the country of origin of most products was USA (75.2%), and the multi-residue analysis predominated (15.2%). It was determined that ASF and CSF are the swine diseases that most threaten international trade. There were no situations where it was needed to confiscate pork or by-products. There was one case of return to border checkpoint for violating costarrican import protocols. The student reviewed 92 sanitary certificates for the export of pets and 16 import/export certificates for various goods of animal origin to 25 countries. In conclusion, at the end of the internship it was posible to prove the important role played by the veterinarian in international trade and the importance this has for public health and the national economy.
