Perfil turístico de la provincia de Puerto Plata: Análisis y propuesta de mejoras para la competitividad

Resumen
El problema abordado la investigación consiste en que la Zona de Puerto Plata pese a sus
bondades turísticas y su potencial, es una de las zonas probablemente más desfavorecidas
en función a la preferencia de los consumidores locales e internacionales. Esto marca
para la provincia una gran brecha competitiva en comparación con otros destinos
turísticos del país, como por ejemplo, Punta Cana. Este último ha llevado un desarrollo
tal cual en los últimos años, que es común entre los extranjeros identificar República
Dominicana como Punta Cana. Todo esto puede significar para Puerto Plata un retroceso
comercial, ineficiencia en la utilización de recursos y un posible incumplimiento a la ley
No. 158-01 del 9 de octubre de 2001, la cual promueve el Fomento al Desarrollo
Turístico de los Polos de escaso desarrollo, nuevos polos y localidades de gran
potencialidad.
Partiendo de esta problemática se tuvo como propósito identificar los indicadores de éxito
del turismo de la Republica Dominicana. A su vez evaluar las entidades institucionales y
gubernamentales responsables de promover el turismo y su perspectiva para con la
provincia de Puerto Plata. En el mismo orden, la investigación buscó estudiar la situación
actual de la provincia y describió los principales atractivos turísticos que le permite
llevar una ventaja competitiva.
La metodología que se utilizó para la elaboración de esta investigación fue de naturaleza
totalmente descriptiva. Los métodos utilizados fueron el deductivo, y el método
racional/reflexivo. Referente a las técnicas aplicadas, las utilizadas fueron
Documental/Exploratoria y trabajo de campo.
Dentro de los resultados obtenidos en la investigación está que los principales indicadores
de éxito de turismo en la Republica Dominicana son la gente, las playas, las instalaciones
y la gastronomía. Estos elementos en combinación con sus atributos turísticos principales
y el desarrollo apropiado de estrategias pueden marcar claramente la competitividad de
Puerto Plata.
Por otro lado se determinó que las principales entidades responsables del turismo en la
Republica Dominicana, son el estado como ente regulador, así como también el
ministerio de Turismo, ASONAHORES, ASHONORTE, Cluster Turístico de Puerto
Plata y de manera especial el involucramiento de toda comunidad de Puerto Plata y todos
sus habitantes quienes son los más afectados y beneficiados. Acorde a lo expresado por
los expertos expuestos anteriormente la zona de Puerto Plata, pese al declive sufrido,
dado los proyectos de inversión y concientización que se están ejecutando, la zona se
encuentra en vías de desarrollo lento, pero constante.
En el mismo orden se identificaron los principales atributos que hacer a Puerto Plata
competitivo. Dentro de estos atractivos se encuentra la reserva de manatíes en Estero
Hondo, Cayo Arena/Punta Rusia, La Isabela, el Museo Arqueológico y ruinas, el templo
de las Américas, El Fuerte de San Felipe, el Teleférico, museo y sinagoga judía, 27
charcos de Damajagua, OceanWorld, fábrica de Ron Brugal, así como también sus playas
que permiten prácticas toda clase de deportes acuáticos, su carnaval y festivales. Esta
gran diversidad hace de Puerto Plata un destino de gran potencial para el desarrollo del
turismo.
The addressed problem research consists in the Puerto Plata area, despite its tourism benefits and potential, is probably one of the most disadvantaged areas according to the preference of the local and international consumers. This marks a big competitive gap compared to other tourist destinations in the country, as for example, Punta Cana. The latter has led such a development in recent years that is common among foreigners to identifythe Dominican Republic as Punta Cana. All this may mean for Puerto Plata a commercial decline, inefficiency in the use of resources and a potential non-compliance to the law No. 158-01 of October 9, 2001, which promotes the tourist development of the poles of insufficient development, new poles and towns of great potential. Starting from this issue the purpose was to identify the indicators of success of the tourism of the Dominican Republic. At the same time assess the institutional and Government entities responsible for promoting tourism and its perspective to the province of Puerto Plata. In the same order, the investigation sought to study the current situation of the province and described the main attractions allowing you to bring a competitive advantage. The methodology that was used for the preparation of this research was completely descriptive in nature. The methods used were the deductive, and rational and reflective method. Concerning the applied techniques, used were documentary/exploratory and field work. The result obtained in the research is that the main indicators of the success of tourism in the Dominican Republic are people, beaches, facilities and cuisine. These elements in combination with its main tourism attributes and developing appropriate strategies can be clearly marked competitiveness of Puerto Plata. On the other hand determined that the main entities responsible for tourism in the Dominican Republic, are the State as regulator, as well as the Ministry of Tourism, tourism Cluster of Puerto Plata and in particular the involvement of the entire community of Puerto Plata and all its inhabitants who are the most affected and benefited, ASONAHORES, ASHONORTE. According to what is expressed by the experts above Puerto Plata area, despite the decline suffered, given the investment projects and awareness that are running, the area is developing slowly, but steady. The main attributes that make Puerto Plata competitive were identified. Among these attractions the reserve of manatees is located in Estero Hondo, Cayo Arena/Punta Russia, La Isabela, the archaeological museum and ruins, the Temple of the Americas, the Strong of San Felipe, The Ropeway, Museum and Jewish synagogue, 27 puddles of Damajagua, OceanWorld, Brugal rum factory, and also beaches that allow practice all kinds of water sports its carnivals and festivals. This diversity makes Puerto Plata a destination with great potential for the development of tourism.
