dc.description.abstractLa presente investigación contiene los resultados para la “Evaluación del Programa para la Protección y Recuperación de las Microcuencas (PROCUENCAS): Eficacia, Eficiencia y Efectos Socioeconómicos y Ambientales”, promovido por la Empresa de Servicios Públicos de Heredia (ESPH) en el año 2000. Como el Programa para la Protección y Recuperación de las Microcuencas (PROCUENCAS) con su Pago de Servicio Ambiental Hídrico (PSAH) y su mecanismo de financiamiento, la tarifa hídrica (TH) está en ejecución, se realizó una evaluación social concurrente, cuyos elementos fundamentales que deben considerarse para su procedimiento son: el análisis de progreso, que comprende la eficacia y la eficiencia del programa y se empleará como apoyo la metodología de medios de vida sostenibles del Departamento para el Desarrollo Internacional del Reino Unido (DFID) mencionada en el capítulo I, con el fin de evaluar los efectos indirectos positivos de éste a nivel socioeconómico y ambiental en el ingreso y en el empleo, capacitación y comunidades, interacciones y relaciones sociales, conservación y protección natural, infraestructura física e institucionalidad y gobernanza. Además se analizó las alternativas a futuro para los avances del programa. Se investigó a profundidad los beneficiarios del programa que concluyeron proyectos de PSAH durante el año 2000 y 2006, a los usuarios de agua potable de la comunidad herediana y a expertos en las instituciones relacionadas con el tema. Los datos se recopilaron por medio de entrevistas a profundidad, encuestas estructuradas y análisis documental. Según los resultados obtenidos, se demuestra que los beneficiarios que están sometiendo sus tierras al PSAH en su gran mayoría pertenecen al sexo masculino y que tienen suficiente conocimiento de los servicios que brindan los bosques para abastecimiento de agua, consumo humano y uso agro-industrial en los distintos cantones de Heredia y San José. Los principales motivos por los cuales los beneficiarios accesaron al PSAH son: mejorar el valor de las tierras, proteger a las futuras generaciones y aumentar el valor de los productos forestales. Un 87,5% consideran que la mejor manera en que podría mejorarse el PSAH es aumentando el monto de pago porque el pago es muy poco, ya que éste representa una parte pequeña de sus ingresos, no siendo sus propiedades su principal fuente de ingresos. En relación a los usuarios de agua potable que en su totalidad representan 385 personas, se demuestra que un 66% de los entrevistados eran de sexo femenino y un 34% de sexo masculino. La escolaridad más alta de los entrevistados es la universitaria y la secundaria y éstas se dedican a ocupaciones diferentes a las actividades agrícolas. De los 385 entrevistado, 198 considera que los beneficios que un bosque o plantación brinda es la protección de las fuentes de agua y 174 piensan que brindan todos los beneficios como lo son la protección de las fuentes de agua, protección de la vida silvestre, captación de bióxido de carbono y evitar deterioro del suelo. Sobre las expectativas, efectivamente un 97% afirmó que sí habría problemas de agua en el futuro. Un 61% de los usuarios considera que la TH que se paga por el agua es barata y al ser así es un mecanismo de financiamiento positivo para internalizar su servicio ambiental en la comunidad herediana. Un 100% de los propietarios de las fincas consideran que es eficaz el Pago de Servicio Ambiental Hídrico en Heredia como mecanismo para la conservación de los bosques y preservación del recurso hídrico porque con él se pueden recuperar áreas degradadas, por medio de la reforestación. El Programa P ROCUENCAS con su PSAH afectó positivamente los medios de vida de las comunidades y de los beneficiarios donde se implementa, por cuanto perciben que de los seis efectos se vieron incrementados cinco. Es probable que el PSAH brinde mayores oportunidades para el mejoramiento del sistema y la calidad de vida de las comunidades, respecto a los efectos en el empleo, interacciones y relaciones sociales y en la conservación y protección natural. El efecto de infraestructura física afectó negativamente este estudio al no percibirse mejoras por parte de las comunidades y de los propietarios.es_ES
dc.description.abstractThis research contains the results of the "evaluation of the program for the Protection and Recovery of Microwatershed (PROCUENCAS): effectiveness, efficiency and Socioeconomic and Environmental Effects", promoted by the Public Service Company of Heredia (ESPH) in 2000. As the Agenda for Protection and Recovery of Microwatershed (PROCUENCAS) with its Environmental Water Payment Service (PSAH) and its funding mechanism, the water tariff (TH) is running, there was a concurrent social assessment, whose key elements to be considered for the procedure are: the analysis of progress, including the effectiveness and efficiency of the program and will be used to support the methodology of sustainable livelihoods of the Department for International Development, United Kingdom (DFID) in Chapter I, in order to evaluate the positive spin it to environmental and socioeconomic status on income and employment, training and communities, social interactions and relationships, conserving and protecting natural, physical infrastructure and institutional and governance. We analyzed the alternatives for the future progress of the program. In this study was investigated in depth the beneficiaries of the program which concluded PSAH projects during 2000 and 2006, users of drinking water and experts in related institutions subject. Data were collected through in-depth interviews, surveys and analyses structured documentary. The results show that beneficiaries who are subjecting their lands to PSAH mostly belong to the male and who have sufficient knowledge of the services offered forests to supply water for human consumption and use agro-industrial individual cantons Heredia and San Jose. The main reasons why beneficiaries access to PSAH are: to improve the value of the land, protect future generations and increase the value of forest products. A 87.5% consider that the best way they could be improved PSAH is increasing the amount of payment because the pay was too little, since it represents a small part of their income, not their properties being their main source of income. In relation to drinking water users as a whole represent 385 people; it is shown that 66% of respondents were female and 34% male. The highest scholarship of the interviewees is the college and high school and they are engaged in different occupations to agricultural activities. Of the 385 interviewed, 198 believed that the benefits that a forest or planting offers is protection of water sources and 174 think that provide full benefits such as protection of water sources, wildlife protection, catchment of carbon dioxide storage and to prevent degradation of land. On expectations, actually 97% stated that it would have water problems in the future. A 61% of users believed that the TH which pays for water is cheap and to be well is a funding mechanism to internalize positive environmental his service in the Heredian community. A 100% of the owners of the farms consider it effective Payment Service Environmental Water in Heredia as a mechanism for forest conservation and preservation of water resources because it can recover degraded areas through reforestation. The program PROCUENCAS with his PSAH positively affected the livelihood of communities and beneficiaries where is implemented, as perceived effects of the six that were raised five. PSAH is likely to provide greater opportunities for improving the system and the quality of life of communities, regarding the effects on employment, social interactions and relationships and in conserving and protecting natural. The effect of physical infrastructure adversely affected by not perceived this study improvement by communities and landowners.es_ES
