Desarrollar e implantar el Sistema de Presupuesto Municipal (SIPREM) para el análisis y control de los recursos financieros de la Muncipalidad de Alajuela con el fin de maximizar el uso de los fondos públicos

Abstract

Con el papel protagónico que las Municipalidades han tomado en la sociedad actual, con sus decisiones administrativas, desarrolla y modifica las comunidades con todo el poder que el estado y el mismo pueblo le ha delegado, y que actúa nuevamente sobre el mismo contribuyente quién ahora se le ha denominado “munícipe”, es por lo que éste trabajo es de gran importancia para la Municipalidad de Pérez Zeledón y cualquier otra que lo pueda necesitar. El departamento de Secretaría Municipal es el primer “rostro” con el que se identifica el contribuyente y quien se relaciona directamente con el máximo órgano de la municipalidad, o sea, el Concejo Municipal. Esta unidad administra la información que entra y sale del Concejo, además, brinda a los ciudadanos el acceso a las decisiones que toma en sus sesiones, abiertas y cerradas. El manejo de la información, a través del tiempo, su almacenamiento, búsqueda y entrega de información es una de las labores más difíciles que se ejecutan, es importante tener en mente que esta información se va acumulando día con día, y no es posible desecharlo, debido a los trámites legales que en un futuro tendrían a favor o en contra de la misma Municipalidad.With the leading role that the Municipalities have taken in today's society, with their administrative decisions, they develop and modify the communities with all the power that the state and the people themselves have delegated to them, and that acts again on the same taxpayer who now has called it "municipal", which is why this work is of great importance for the Municipality of Pérez Zeledón and any other that may need it. This unit manages the information that enters and leaves the Council, in addition, it provides citizens with access to the decisions it makes in its open and closed sessions. The management of information, over time, its storage, search and delivery of information is one of the most difficult tasks that are executed, it is important to keep in mind that this information accumulates day by day, and it is not possible to discard it. , due to the legal procedures that in the future they would have in favor or against the same Municipality.
