Abstract

En mayo de 1929, el profesor Luis Felipe González Flores presenta al Congreso Constitucional un proyecto de ley para crear una institución encargada de proteger a dos elementos fundamentales de la sociedad: la madre y el niño. Recomendó, en ese entonces, una oficina con autonomía y una subvención de cuatro millones de colones. Sin embargo, dadas las condiciones de la época, el Presidente de la República de ese entonces, licenciado Cleto González Víquez, vetó el proyecto; pero no desechó totalmente la idea. En su lugar, propone a una institución dependiente del Gobierno Central y con un presupuesto de quinientos mil colones. Antes de ver morir su iniciativa, el profesor acepta las condiciones impuestas. En efecto se convierte en Ley de la República el 15 de agosto, 1930.In May 1929, Professor Luis Felipe González Flores presented a bill to the Constitutional Congress to create an institution in charge of protecting two fundamental elements of society: the mother and the child.
