La planificación participativa para la gestión cultural comunitaria en el distrito Merced, San José. Centro Botica Solera 2013-2018

Abstract

El Centro Cultural Botica Solera, es el actual nombre que recibe el edificio declarado Patrimonio Nacional, característico del distrito de Merced-Barrio México. La puesta en valor de este sitio ha sido un esfuerzo constante por parte de algunas instituciones, las cuales valoran y rescatan su significado a lo largo de la historia nacional, volviéndose así en el año 1999 Patrimonio Histórico-Arquitectónico, bajo la Ley No.7555. Este centro de cultura representa una secuencia de acontecimientos que reflejan el accionar cultural de los habitantes y, además, una importante época de transición arquitectónica, la cual muestra rasgos de la tipología neoclásica y variadas técnicas propias del modernismo. Su estructura distintiva y característica, estaría incorporándose a la apreciación de los habitantes nacionales, principalmente, los de mayor poder adquisitivo. De acuerdo con datos obtenidos por la Municipalidad de San José (2017), esta edificación muestra a lo largo de la historia, variados contextos, dueños y, así también, nombres según los diferentes comercios, como la Botica Solera, Nestlé y la Mueblería y Colchonería Alvarado. Esta última permaneció en el espacio durante treinta y cinco años, posteriormente el edificio entra en un estado de abandono. En el año 2012, la Municipalidad de San José adquiere el inmueble y propone junto al Centro de Patrimonio del Ministerio de Cultura la restauración de la estructura con el propósito de solventar el drástico abandono. Por lo que se incentiva una nueva perspectiva cultural, principalmente hacia la comunidad de Barrio México y el distrito Merced, así como, hacia el público en general. Lo anterior, mediante un nuevo concepto de apreciación y exhibición de obras, talleres lúdicos, variadas exposiciones, sesiones musicales, entre otras actividades propuestas para fortalecer el vínculo que representa el Centro Cultural Botica Solera con la identidad cultural de los y las habitantes pertenecientes a la zona. Hoy, la Botica opera de manera constante, y se encarga de realizar diversas actividades culturales para la población, tanto aledaña, como de otros sectores de la 8 capital. El involucramiento participativo propone la asistencia con actividades útiles para el crecimiento o dinámicas del interés colectivo. El Centro Cultural cuenta con un funcionario dentro del lugar, quien se encarga de su funcionamiento, como, por ejemplo: el montaje de las galerías de arte, la organización de actividades, las fechas especiales y muchas otras acciones que se realizan en el sitio. También, se cuenta con una delegada, quien lidera entre otros proyectos, la gestión del espacio. No obstante, esta no se encuentra destacada física ni exclusivamente en el Centro. Además, se cuenta con la vigilancia de un oficial de seguridad. La Botica dispone horarios de lunes a viernes de 9 a.m. a 5 p.m.; se encuentra abierta al público para que puedan observar las galerías de arte que se exponen cada mes. Este Centro Cultural, es parte del Plan Operativo Anual (POA) que “es el plan de corto plazo que busca la eficiencia y eficacia articulado a los recursos financieros, humanos y tecnológicos” (Universidad Estatal a Distancia, 2019). El informe dado para el año 2018 afirma un presupuesto anual de ₡19 000 000, en el Centro Cultural Botica Solera. La presente investigación propone una percepción más cercana hacia un estudio de planificación participativa en torno a la gestión cultura, el involucramiento de los distintos actores y la comunidad. Se encuentra delimitada en el Centro Cultural Botica Solera, a partir de su reactivación en el año 2013. El proyecto se conforma de una fase inicial que contempla y explica el porqué del estudio; una segunda fase donde se dispone del análisis de datos, y para finalizar, una propuesta en firme sobre las problemáticas o falencias encontradas.

The Botica Solera Cultural Center is the current name of the building declared National Heritage, characteristic of the district of Merced-Barrio México. Its distinctive and characteristic structure, would be incorporated to the appreciation of the national inhabitants, mainly, those with greater power purchasing. According to data obtained by the Municipality of San José (2017), this building shows throughout history, varied contexts, owners and, thus also, names according to the different businesses, such as Botica Solera, Nestlé and La Mueblería y Alvarado mattress. The latter remained in space for thirty-five years, later the building enters a state of abandonment. In 2012, the Municipality of San José acquired the property and proposed next to the Heritage Center of the Ministry of Culture the restoration of the structure with the purpose of solving the drastic abandonment. So a new cultural perspective, mainly towards the community of Barrio México and the district Merced, as well as, towards the general public. The above, through a new concept of appreciation and exhibition of works, playful workshops, various exhibitions, musical sessions, among other activities proposals to strengthen the link that the Botica Solera Cultural Center represents with the cultural identity of the inhabitants belonging to the area. Today, the Botica operates constantly, and is in charge of carrying out various cultural activities for the population, both nearby, as well as other sectors of the 8 capital. Participatory involvement proposes assistance with useful activities to the growth or dynamics of the collective interest. The Cultural Center has an official within the place, who is in charge of its operation, such as, for example: the assembly of art galleries, the organization of activities, special dates and many other actions that take place on the site. Also, there is a delegate, who leads, among other projects, the management of the space. However, this is not physically or exclusively highlighted in the Center. In addition, there is the surveillance of a security officer. La Botica has hours from Monday to Friday from 9 a.m. at 5 p.m .; it's found open to the public so that they can observe the art galleries that are exhibited each month. This Cultural Center is part of the Annual Operational Plan (POA) that “is the short term that seeks efficiency and effectiveness linked to financial resources, human and technological ”(State Distance University, 2019). The report given for the year 2018 affirms an annual budget of ₡ 19,000,000, at the Botica Cultural Center Solera. The present research proposes a closer perception towards a study participatory planning around cultural management, the involvement of different actors and the community. It is delimited in the Botica Cultural Center Solera, from its reactivation in 2013. The project consists of a phase initial that contemplates and explains the reason for the study; a second phase where it is available of data analysis, and finally, a firm proposal on the problems or shortcomings found.
