Resumen
Este seminario es la continuación de los ejercicios académicos desarrollados en los seminarios 1 y 2 del Observatorio del Proceso de Integración Centroamericana, estos ejercicios se centran en las actividades del Sistema de la Integración Centroamericana (SICA) el cual constituye como la herramienta institucional oficial hacia la integración centroamericana, esto reconociendo la importancia que en Centroamérica se abran espacios para la sistematización de información y el análisis de la misma, que permitan la comprensión profunda del proceso de integración y que sirva de base para la toma de decisiones que impulsen acciones de mejora al proceso.
En el 2013, por iniciativa de la entonces profesora de la ERI, Dunnia Marín y los responsables del Informe del Estado de la Región se concretiza la idea de construir matrices que permitan a personas investigadoras de ambas instituciones hacer análisis basándose en información confiable, trazable y verificable entorno a tema de integración regional. La profesora Marín hace una primera propuesta de matrices, pero la iniciativa debe de suspenderse por diversas razones. En el año 2014 se retoma la propuesta, y se formula un primer seminario de graduación para la actualización y ampliación de las matrices disponibles. Este seminario finaliza exitosamente, por lo que se plantea un segundo para desarrollar matrices en temas propuestos por la profesora Marín pero que aún no contaban con matrices. Durante este Seminario, además de desarrollar estas matrices, se actualizan las que se habían elaborado durante la primera experiencia. Al mismo tiempo, el profesor Luis Diego Segura incorpora el tema de la elaboración de matrices en temas de integración comercial en una investigación para el proyecto de graduación de la estudiante Verónica María Gamboa Padilla. El presente seminario amplia y da continuidad a este proceso.
Durante los seminarios anteriores se desarrollaron las siguientes matrices, con sus respectivos manuales metodológicos:
• Institucionalidad del SICA.
• Proyectos de Cooperación.
• Reuniones presidenciales.
• Estrategias y Planes de las instituciones del SICA.
• Nombramiento de Jerarcas.
• Instrumentos jurídicos.
• Conflictos Regionales.
• Instrumentos de carácter regional relacionados al comercio.
• Tránsito de mercancías intrarregionales.
• Negociaciones comerciales, Centroamérica como bloque comercial.
• Principales intercambios comerciales de la región con el resto del mundo.
• Facilitación del comercio.
Estas matrices se desarrollaron con el objetivo de permitir una fácil obtención de la información, facilitando así el análisis del contexto y realidad de estos procesos en la región, entendiendo que la información recopilada debe ser fiable.
Las matrices que se han generado nacen de un acercamiento del Programa Estado de la Nación (PEN) con la Escuela de Relaciones Internacionales para el apoyo al seguimiento y análisis del proceso de integración de la región centroamericana, en el marco de los informes del Estado de la Región que el PEN realiza periódicamente.
Siendo así nace el seminario III con el objetivo de validar y actualizar las matrices ya existentes. Además, se crearon dos matrices nuevas para los temas de seguridad regional y educación y se homogenizó el formato de la totalidad de las matrices y manuales para que puedan ser utilizados como un instrumento de consulta y guía para posteriores procesos de investigación y análisis sobre el proceso de integración regional Centroamericano.
También se realizó una revisión de productos académicos; publicaciones, instrumentos de cooperación e integración, así como política regional de otros sistemas de integración regional; Asociación de Naciones del Sudeste Asiático y Unión Europea, los cuales sirvieron de base para definir los indicadores propuestos para realizar el seguimiento de la integración regional centroamericana. Este análisis se realizó de forma comparativa entre los principales temas de trabajo de los sistemas de integración y los temas más frecuentes en los que se realiza análisis académico, esto con el objetivo de poder crear la lista de indicadores propuesta para el estudio de los procesos de integración regional.
This seminar is the continuation of the academic exercises developed in seminars 1 and 2 of the Observatory of the Central American Integration Process, these exercises are focused on the activities of the Central American Integration System (SICA) which is the official institutional tool for Central American integration, recognizing the importance of opening spaces in Central America for the systematization of information and its analysis, allowing a deep understanding of the integration process and serving as a basis for decision making to promote actions to improve the process. In 2013, at the initiative of the then professor of the ERI, Dunnia Marín and those responsible for the State of the Region Report, the idea of building matrices that allow researchers from both institutions to make analyses based on reliable, traceable and verifiable information on the topic of regional integration materialized. Professor Marín makes a first proposal of matrices, but the initiative must be suspended for various reasons. In 2014, the proposal was taken up again, and a first graduation seminar was held to update and expand the available matrices. This seminar ends successfully, so a second one is proposed to develop matrices on topics proposed by Professor Marín but that still did not have matrices. During this seminar, in addition to developing these matrices, the matrices that had been developed during the first experience were updated. At the same time, Professor Luis Diego Segura incorporates the subject of the development of matrices in commercial integration topics in a research for the graduation project of the student Verónica María Gamboa Padilla. The present seminar expands and gives continuity to this process. During the previous seminars, the following matrices were developed, with their respective methodological manuals: - Institutionalism of SICA. - Cooperation Projects. - Presidential meetings. - Strategies and Plans of the SICA institutions. - Appointment of Hierarchs. - Legal Instruments. - Regional Conflicts. - Regional instruments related to trade. - Transit of intra-regional goods. - Trade negotiations, Central America as a trade bloc. - Main trade exchanges of the region with the rest of the world. - Trade facilitation. These matrices were developed with the objective of making it easy to obtain information, thus facilitating the analysis of the context and reality of these processes in the region, understanding that the information gathered must be reliable. The matrices that have been generated are the result of an approach between the State of the Nation Program (PEN) and the School of International Relations to support the follow-up and analysis of the integration process in the Central American region, within the framework of the State of the Region reports that PEN periodically carries out. Thus, Seminar III was created with the objective of validating and updating the existing matrices. In addition, two new matrices were created for the topics of regional security and education, and the format of all the matrices and manuals was standardized so that they can be used as a consultation and guidance instrument for subsequent research and analysis processes on the Central American regional integration process. A review of academic products, publications, cooperation and integration instruments, as well as regional policies of other regional integration systems, such as the Association of Southeast Asian Nations and the European Union, was also carried out, which served as a basis for defining the indicators proposed for monitoring Central American regional integration. This analysis was carried out in a comparative manner between the main topics of work of the integration systems and the most frequent topics in which academic analysis is carried out, with the purpose of creating the list of indicators proposed for the study of regional integration processes.
