dc.description.abstractEl progreso de la medicina se basa en la investigación, la cual tiene que recurrir muchas veces a la experimentación con seres humanos y la preocupación por el bienestar de ellos debe tener siempre la primacia sobre los intereses de la ciencia y de la sociedad. La Declaración Universal sobre bioética y los Derechos humanos establece que la dignidad humana debe ser un referencial ético central para la ciencia y la tecnologia, debiéndose respetar siempre. La dignidad es la base de la construcción teórica de los Derechos Humanos sin la cual no serían derechos universales e inalienables. Las ideas prevalecientes en una investigación deben fundamentarse en la dignidad de cada ser humano sin importar las caracteristicas genéticas, politicas, religiosas, económicas, culturales, la nacionalidad, etc. Asi las aplicaciones de la investigación deben buscar siempre mejorar la salud de los individuos y evitar el daño y el sufrimiento. La Declaración de Helsinki promulga principios éticos que sirven para orientar a debe ser realizada por personas cientificamente calificadas, bajo la supervisión de un ente competente en la materia porque la responsabilidad por el ser humano siempre debe recaer sobre una persona con calificaciones médicas, nunca sobre el individuo sujeto a investigación aunque este haya otorgado su consentimiento las personas que realizan investigación en seres humanos y esta investigación. El propósito principal de la investigación en seres humanos es mejorar los procedimientos preventivos, diagnósticos y terapéuticos y también comprende la etiologia y patogenia de las enfermedades. Incluso, los mejores métodos preventivos, diagnósticos y terapéuticos disponibles deben ponerse a prueba continuamente a través de la investigación para que sean eficaces, efectivos, accesibles y de calidad. La investigación en seres humanos está sujeta a normas éticas que promueven el respeto para los participantes y protegen su salud y sus derechos individuales. Algunas poblaciones sometidas al estudio son vulnerables y necesitan protección especial se deben reconocer las necesidades particulares de los que tienen desventajas económicas y médicas; los que pueden otorgar o rechazar el consentimiento por si mismos y los que pueden otorgar el consentimiento bajo presión y los que se benefician con la investigación que debe ser el mayor número posible para que el estudio a realizar o realizado tenga validez científica. Los investigadores deben conocer los requisitos éticos, legales y juridicos para la investigación en seres humanos vigentes en sus propios paises e internacionalmente, cumpliendo con las responsabilidades que les corresponden. Es muy importante señalar que ningún requisito ético, legal o juridico no puede ni debe disminuir ni eliminar las medidas de protección para los seres humanos, establecidos en la normativa vigente para la investigación en seres humanos. Los comités de ética de la investigación son los responsables de examinar los protocolos de ensayos en que participan seres humanos protegen los intereses de los participantes de los ensayos clinicos por lo que deben adoptar un esquema de especialización de funciones (adquirir conocimiento biológicos/biomédicos, conductuales y epidemiológicos generalizables sobre productos farmacéuticos, vacunas e instrumental) y de división del trabajo.es_ES
dc.description.abstractThe progress of medicine is based on research, which has to resort many times to experimentation with human beings and the concern for their welfare must always take precedence over the interests of science and society. The Universal Declaration on Bioethics and Human Rights establishes that human dignity must be a central ethical reference for science and technology, and must always be respected. Dignity is the basis of the theoretical construction of Human Rights without which they are not universal and inalienable rights. The prevailing ideas in an investigation must be based on the dignity of each human being regardless of genetic, political, religious, economic, cultural characteristics, nationality, etc. Thus, research applications must always seek to improve the health of individuals and avoid harm and suffering. The Declaration of Helsinki promulgates ethical principles that serve to guide it must be carried out by scientifically qualified people, under the supervision of a competent body in the matter because the responsibility for the human being must always fall on a person with medical qualifications, never on the individual subject to research even if he has given his consent to the people who carry out research on human beings and this research. The main purpose of research in humans is to improve preventive, diagnostic and therapeutic procedures and also understand the etiology and pathogenesis of diseases. Even the best preventive, diagnostic and therapeutic methods available must be continually tested through research to be effective, effective, accessible and of quality. Research on human beings is subject to ethical standards that promote respect for participants and protect their health and individual rights. Some study populations are vulnerable and need special protection.
