Fortalecimiento del diálogo en la estructura de gobernanza de la agenda 2030 a través de la Oficina de la Coordinadora Residente del Sistema de Naciones Unidas en Costa Rica

Abstract

El 25 de septiembre del año 2015 la Asamblea General de las Naciones Unidas aprueba la resolución A/RES/70/1: Transformar Nuestro Mundo: la Agenda 2030 para el Desarrollo Sostenible, que con sus 17 Objetivos de Desarrollo Sostenible se convertiría en un cambio de paradigma para el desarrollo global, y la nueva hoja de ruta para el sistema de cooperación internacional para el desarrollo. Dentro de este marco, en el año 2016 Costa Rica se convierte en el primer país del mundo en firmar un Pacto Nacional para el Avance de los Objetivos de Desarrollo Sostenible, un compromiso al más alto nivel en coordinación con distintos sectores sociales, para posicionar la Agenda 2030 como una agenda nacional. Al mismo tiempo, se adopta el Decreto Ejecutivo N° 40203-PLAN-RE-MINAE, que define la estructura de gobernanza de los Objetivos de Desarrollo Sostenible como el esquema institucional multiactor y multinivel para operacionalizar el Pacto a nivel nacional. Después de su adopción, la estructura de gobernanza de los ODS ha enfrentado una serie de desafíos coyunturales y estructurales que han impactado la eficacia en sus resultados. Actualmente, a casi tres años de la firma del Pacto, el esquema institucional y la estrategia nacional inicialmente planteada no se ha puesto en operación en su totalidad, y ante este panorama y considerando que queda poco tiempo para el cumplimiento de estos ambiciosos objetivos, los diferentes sectores firmantes del pacto han manifestado una preocupación creciente. Y aunque es posible acotar que el país ha tenido grandes avances en los medios de implementación para los ODS, estos resultan insuficientes para responder a las exigencias de la Agenda 2030. Dentro de este contexto, se llevó a cabo la Práctica Dirigida en la Oficina de la Coordinadora Residente del Sistema de Naciones Unidas en Costa Rica, quien en seguimiento al mandato del Sistema de apoyar a los países en sus esfuerzos para alcanzar la Agenda 2030, se propuso llevar a cabo una serie de acciones que permitirían contribuir al fortalecimiento del diálogo en la estructura de gobernanza para el avance de los Objetivos de Desarrollo Sostenible en Costa Rica.
