Análisis del impacto en la condición de vida de las beneficiarias del Fondo de Fomento para Actividades Productivas y de Organización de las Mujeres (FOMUJERES) en Pérez Zeledón y Buenos Aires 2016.

Abstract

La presente investigación se realizó con el propósito de conocer cuál ha sido el impacto del Fondo de Fomento para Actividades Productivas y de Organización de las Mujeres (FOMUJERES) en la Región Brunca. Sin embargo por limitaciones de tiempo, espacio y territorio, limitación de recursos, entre otras, solo se abarcó los cantones de Pérez Zeledón y Buenos Aires. La iniciativa de realizar esta investigación surge a raíz del poco conocimiento del impacto en la condición de vida de las beneficiarias del Fondo en Pérez Zeledón y Buenos Aires, específicamente en las beneficiarias de la primera convocatoria del Fondo, ya que son las que tienen actualmente sus proyectos productivos en marcha, esto por ser un proyecto muy reciente del INAMU y solo ha habido dos convocatorias actualmente.

En la primera convocatoria de FOMUJERES se beneficiaron 834 mujeres a nivel nacional. En el cantón de Buenos Aires se beneficiaron 17 mujeres lo que equivale un 2% del total y en el cantón de Pérez Zeledón 18 mujeres fueron beneficiarias lo que corresponde a un 2% del total de mujeres es decir que ambos cantones tuvieron un bajo porcentaje de proyectos patrocinados por el Fondo.

Al ser un fondo de financiamiento que está enfocado en financiar los proyectos productivos de mujeres emprendedoras, las cuales no deben de reembolsar el beneficio económico, es de suma importancia analizar y evaluar más a fondo cuál ha sido el impacto del Fondo en la condición de vida de estas mujeres que han sido beneficiarias y tienen en marcha sus proyectos productivos, esto porque no hay conocimiento sobre cuál ha sido el impacto específicamente, si fue positivo o negativo, si realmente el Fondo está cumpliendo con los objetivos por los cuales se creó.

Según los objetivos planteados se determinó que la presente es una investigación mixta, que es la integración sistemática de los métodos cuantitativo y cualitativo en un solo estudio, y que el enfoque por desarrollar se caracteriza por ser descriptivo, y la población objeto de estudio de la investigación son las mujeres que han sido beneficiarias del fondo de crédito en su primera convocatoria en los cantones de Pérez Zeledón y Buenos Aires. La técnica a utilizar para la recolección de la información fue mediante la aplicación de encuestas a profundidad; a su vez, el método utilizado para la aplicación de las encuestas se realizó mediante dos instrumentos de recolección de datos (cuestionarios) a la población designada. Al ser la población objeto de estudio menor a cien personas, se realizó un censo de la población de un total de 30 beneficiarias, se conversó con cada una de ellas para conocer su situación de una manera más profunda, con la finalidad de poder abarcar los objetivos establecidos en la investigación y poder concluir de forma satisfactoria la investigación.

Los resultados de la investigación reflejan que se financian proyectos de mujeres emprendedoras en diferentes áreas las cuales son textiles, artesanías, agroindustria y servicios, y en esta primera convocatoria del Fondo en los dos cantones se impactó más lo que es el área de la industria textil. Los productos o servicios que ofrecen las emprendedoras de la primera convocatoria son confecciones textiles de todo tipo, confecciones textiles para el hogar, estético, manualidades y cultivo de café.

Hubo un impacto económico muy bajo para las beneficiarias tanto de Pérez Zeledón como de Buenos Aires ya que en total solo se otorgaron un aproximado de ₵42.0000.000 entre las beneficiarias entrevistadas, además no tuvo un impacto positivo en los cantones en cuanto a la generación de empleos ya que el (70%) de estas mujeres emprendedoras no contrataron personal sino que son sus mismos familiares quienes trabajan con ellas, y el (30%) de beneficiarias que si contrataron personal solo generaron empleo a 17 personas.

This research was carried out to find out what the impact of the Fund for the Promotion of Women's Productive and Organizing Activities (FOMUJERES) has been in the Brunca Region. However, due to time, space and territory limitations, and resource limitations, among others, only the cantons of Perez Zeledon and Buenos Aires were covered. The initiative to carry out this research arose from the lack of knowledge about the impact on the living conditions of the Fund's beneficiaries in Pérez Zeledón and Buenos Aires, specifically the beneficiaries of the first call for proposals of the Fund, since they are the ones who currently have their productive projects underway. This is a very recent project of the INAMU and there have only been two calls for proposals at present.

In the first call of FOMUJERES, 834 women benefited nationwide. In the canton of Buenos Aires, 17 women benefited, equivalent to 2% of the total, and in the canton of Perez Zeledon, 18 women benefited, equivalent to 2% of the total number of women, which means that both cantons had a low percentage of projects sponsored by the Fund.

Since this is a financing fund that focuses on financing the productive projects of women entrepreneurs, who are not required to reimburse the economic benefit, it is extremely important to analyze and evaluate in greater depth the impact of the Fund on the living conditions of these women who have been beneficiaries and have their productive projects underway. This is because there is no knowledge of what the impact has been specifically, whether it was positive or negative, and whether the Fund is really meeting the objectives for which it was created.

According to the objectives set out, it was determined that this is a mixed research, which is the systematic integration of quantitative and qualitative methods in a single study, and that the approach to be developed is characterized by being descriptive, and the target population of the research are the women who have been beneficiaries of the credit fund in its first call in the cantons of Perez Zeledon and Buenos Aires. The technique to be used to collect the information was through the application of in-depth surveys; in turn, the method used to apply the surveys was through two data collection instruments (questionnaires) to the designated population. Since the population under study was less than one hundred people, a census of the population of a total of 30 beneficiaries was carried out, and discussions were held with each one of them to learn about their situation in a more in-depth way, in order to be able to cover the objectives established in the research and to be able to conclude the research in a satisfactory manner.

The results of the research reflect that projects of enterprising women are financed in different areas which are textiles, crafts, agro-industry and services, and in this first call of the Fund in the two cantons was more impacted what is the area of the textile industry. The products or services offered by the women entrepreneurs in the first call are all types of textiles, home textiles, beauty, crafts and coffee cultivation.

The economic impact on the beneficiaries in both Pérez Zeledón and Buenos Aires was very low, since only approximately ₵42,0000,000 were awarded to the beneficiaries interviewed. Furthermore, the impact on job creation in the cantons was not positive, since 70% of these women entrepreneurs did not hire any staff, but rather their own family members who work with them, and 30% of the beneficiaries who did hire staff only generated employment for 17 people.
