La relación entre seguridad humana y derechos humanos algunos apuntes para el debate: sistematización de pasantía en el Proyecto "Desarrollo y promoción del concepto de seguridad humana en América Latina" del Instituto Interamericano de Derechos Humanos (IIDH) y el Programa de Naciones Unidas para el Desarrollo (PNUD)

Abstract

El siguiente documento es un aporte a la discusión temática actual sobre la relación entre el enfoque de Seguridad Humana (SH) y el concepto de Derechos Humanos (DH). Podemos afirmar que la perspectiva de la SH y los DH comparten principios, como por ejemplo su preocupación por la dignidad y su objeto central que es el ser humano. Sin embargo, existen elementos que crean distinción entre ambos, como su enfoque y su naturaleza fundacional. El desarrollo teórico alrededor de esta relación no se ha hecho esperar, y aunque existen algunos que los entienden como complementarios, aun quedan dudas y voces disidentes de cómo se relacionan ambos conceptos, y de cuáles son las consecuencias de esta relación. Este aporte tiene la particularidad de estar inspirado en la experiencia obtenida por la que escribe estas palabras en la pasantía realizada en el Instituto Interamericano de Derechos Humanos (IIDH), de abril a junio del 2011, específicamente en su Proyecto denominado “Desarrollo y Promoción del Concepto de Seguridad Humana en América Latina”. Experiencia por medio de la cual se logra tener una mayor comprensión del concepto de seguridad humana (SH) en lo que respecta a su aplicación práctica, sus alcances y limitaciones. Esto permite que la metodología utilizada en este documento se base en la sistematización de la experiencia obtenida, y el eventual producto teórico mediante el análisis de un tema específico dentro de la vivencia de la pasantía. El producto teórico se traduce en el análisis de la relación conceptual SH-DH, y lo que persigue en términos generales es identificar ambos conceptos en un caso práctico, y analizar la relación entre la metodología de la SH y distinguir los DH en este caso particular, además de plasmar los alcances y limitaciones del mismo.

The following document is a report on the current thematic discussion on the relationship between the Human Security (SH) approach and the concept of Human Rights (HR). We can affirm that the perspective of SH and HR share principles, such as their concern for dignity and its central object, which is the human being. However, there are elements that create a distinction between the two, such as their approach and their foundational nature. The theoretical development around this relationship has not been long in coming, and although there are some who understand them as complementary, there are still doubts and dissenting voices about how the two concepts are related, and the consequences of this relationship are the results. This report has the peculiarity of being inspired by the experience obtained by the person who writes these words in the internship carried out at the Inter-American Institute of Human Rights (IIHR), from April to June 2011, specifically in its Project called “Development and Promotion of Concept of Human Security in Latin America ”. Experience through which it is possible to have a greater understanding of the concept of human security (SH) in respect of its practical application, its scope and limitations. This allows the operation used in this document to be based on the systematization of the experience obtained, and the eventual theoretical product through the analysis of a specific topic within the experience of the internship. The theoretical product is translated into the analysis of the conceptual relationship SH-DH, and what it seeks in general terms is to identify both concepts in a practical case, and analyze the relationship between the SH methodology and distinguish the DH in this particular case. , in addition to reflecting its scope and limitations.
