Análisis de la capacidad de gestión de la SIECA dentro del marco de apertura comercial de la región centroamericana y su incidencia en los mercados internacionales

Abstract

Se exponen en el presente capitulo introductorio, los principios teóricos y metodológicos que configuran el problema identificado en la presente tesis de licenciatura. Este, corresponde a la necesidad de analizar la gestión de la Secretaría de Integración Económica Centroamericana (SIECA) y la ejecución de instrumentos de política comercial que en el marco de la apertura comercial incidan en los mercados internacionales. Para ello, se inicia con el enunciado del objetivo general que conlleva al objeto de evaluación, para luego continuar con una delimitación regional en la que se aborda el tema de manera integral, mediante el análisis de los mecanismos con que cuenta Centroamérica para elaborar y ejecutar este tipo de políticas. En seguida, se continúa con la formulación del marco teórico utilizado y el esquema de la apertura comercial puesta en marcha por la región centroamericana. Parte esencial del análisis investigativo será la reconstrucción del contexto actual en que se fundamenta la política comercial centroamericana, para esto, se contará con una descripción de los instrumentos de política comercial existentes y los recursos con que cuenta el órgano SIECA para la ejecución de sus funciones en el ámbito económico y comercial. Seguidamente, se realiza un análisis a la capacidad de competencia comercial adquirida por Centroamérica en el período que comprende 2010 – 2016. Por último, se elabora un análisis a la gestión administrativa de la SIECA, en el cual se plantean las oportunidades de mejora para la región de Centroamérica y la ejecución de sus mecanismos e instrumentos de política comercial. Para lograr la obtención de resultados positivos en el desarrollo de la presente investigación, se contó con la colaboración de entidades competentes en temas económicos y comerciales, a estas, quisiera brindarle mi más sincero agradecimiento, pues sus aportes fueron fundamentales para la elaboración de dicho trabajo de investigación. Las mismas son: la Secretaría de Integración Económica Centroamericana (SIECA) y el Ministerio de Comercio Exterior de Costa Rica (COMEX).

In this introductory chapter, the theoretical and methodological principles that make up the problem identified in this undergraduate thesis are exposed. This corresponds to the need to analyze the management of the Central American Economic Integration Secretariat (SIECA) and the implementation of trade policy instruments that affect international markets within the framework of trade liberalization. To do this, it begins with the statement of the general objective that leads to the object of evaluation, and then continues with a regional delimitation in which the issue is addressed in an integral way, through the analysis of the mechanisms that Central America has to elaborate and execute these kinds of policies. Then, we continue with the formulation of the theoretical framework used and the scheme of trade liberalization launched by the Central American region. An essential part of the investigative analysis will be the reconstruction of the current context on which Central American trade policy is based, for this, there will be a description of the existing trade policy instruments and the resources available to the SIECA body for the execution of its functions in the economic and commercial sphere. Next, an analysis is carried out of the commercial competence capacity acquired by Central America in the period between 2010 - 2016. Finally, an analysis of the administrative management of SIECA is prepared, in which opportunities for improvement for the Central American region and the implementation of its trade policy mechanisms and instruments. In order to obtain positive results in the development of this research, we had the collaboration of competent entities in economic and commercial matters, to these, I would like to offer my sincere thanks, since their contributions were fundamental for the preparation of said work research.
