Los recursos institucionales en la atención de la violencia intrafamiliar en el Cantón de Liberia

Abstract

Partiendo del marco legal y la realidad de muchas mujeres, me interesó explorar la manera práctica en que se están cumpliendo los compromisos asumidos por el Estado, a partir de la disposición de recursos institucionales para la atención de las mujeres víctimas de la violencia intrafamiliar en el Cantón de Liberia, y elaborar conjuntamente con las mujeres sobrevivientes de violencia intrafamiliar. Las preguntas que se plantearon en la investigación permitieron indagar sobre los recursos con que cuentan las instancias estatales establecidas para la atención de las mujeres en la problemática de la violencia, mediante visitas a las diferentes instituciones, a fin de obtener información sobre los recursos, servicios, programas o acciones específicas para la atención de esa población. Con los resultados de esta investigación logré constatar que los recursos destinados en la eliminación de la problemática, son escasos ya que a pesar que existe personal humano interdisciplinario en las instituciones involucradas en este estudio. Con la información recopilada mediante entrevistas, revisión documental, consultas telefónicas a funcionarios/as y mujeres sobrevivientes de violencia intrafamiliar elaboré el manual informativo de las instituciones que ofrecen servicios. Se plantea como pregunta orientadora de este trabajo. ¿Cómo pueden las mujeres víctimas de violencia intrafamiliar conocer y hacer uso de los recursos institucionales destinados a la atención de la violencia intrafamiliar en el Cantón de Liberia? La investigación, se presenta organizada en seis capítulos. El primero contiene los antecedentes y la justificación de la necesidad de explorar y de contar con recursos destinados para la atención de la problemática de la violencia intrafamiliar en el Cantón de Liberia. En el segundo capítulo, un marco teórico como base teórica y analítica, que incorpora temas como el patriarcado, socialización de género, poder y violencia, como mecanismos esenciales y cimientos de la opresión, discriminación y violencia contra las mujeres. El capítulo tercero, se refiere al marco metodológico, que permitió indagar sobre los recursos existentes en el Cantón de Liberia en la atención de las mujeres víctimas y, un cuarto capítulo con los resultados del trabajo de campo; visualizan los servicios que brindan las instituciones así como los recursos humanos, financieros en la atención a la problemática, y los insumos necesario para la construcción de un manual informativo. En el capítulo quinto se presenta el manual informativo validado por un grupo de mujeres, el cual espero, sea de utilidad tanto para mujeres víctimas de violencia intrafamiliar como a las personas o funcionarias/os que orientan, asesoran y apoyan a mujeres que sufren de violencia, y finalmente, en el capítulo sexto, las conclusiones y, sobre ellas las recomendaciones necesarias para las diferentes instituciones involucradas en esta problemática de violencia intrafamiliar.

Starting from the legal framework and the reality of many women, I was interested in exploring the practical way in which the commitments assumed by the State, based on the availability of institutional resources for the attention of women victims of domestic violence in the Canton of Liberia, and elaborate in conjunction with women survivors of domestic violence. The questions raised in the investigation allowed us to inquire about the resources available to the state instances established for the attention of women in the problem of violence, through visits to different institutions, in order to obtain information on resources, services, programs or specific actions to care for that population. With the results of this investigation I was able to verify that the resources allocated in eliminating the problem, they are scarce since although there is interdisciplinary human personnel in the institutions involved in this study. With the information gathered through interviews, documentary review, consultations telephone calls to officials and women survivors of domestic violence I prepared the informative manual of the institutions that offer services. Arises as a guiding question for this work. How can women victims of domestic violence to know and make use of the institutional resources allocated to the attention of domestic violence in the Canton of Liberia? The research is presented organized in six chapters. The first contains the background and justification for the need to explore and have resources intended for the attention of the problem of domestic violence in the Canton of Liberia. In the second chapter, a theoretical framework as a theoretical basis and analytical, which incorporates themes such as patriarchy, gender socialization, power and violence, as essential mechanisms and foundations of oppression, discrimination and violence against women. The third chapter refers to the methodological framework, that allowed investigating the existing resources in the Canton of Liberia in the care of women victims and a fourth chapter with the results of the work field; they visualize the services that institutions provide as well as human and financial resources to deal with the problem, and supplies necessary for the construction of an informative manual. In the fifth chapter the informative manual validated by a group of women, which I hope will be useful for both women victims of violence intrafamiliar as the people or officials who guide, advise and support to women who suffer violence, and finally, in the sixth chapter, the conclusions and, on them, the necessary recommendations for the different institutions involved in this problem of domestic violence.
