Estrategia, cobertura y financiamiento del Plan Nacional de Desarrollo 2015-2018: Análisis de los casos de los sectores “Desarrollo Humano e Inclusión Social” y “Transporte e Infraestructura”

Resumen
El presente estudio analiza el PND 2015-2018, como instrumento de planificación y de desarrollo nacional. Se analizaron los cambios y eventuales avances metodológicos del PND 2015-2018, la estrategia de desarrollo incorporada y su cobertura institucional; también se analizó específicamente para dos sectores relevantes, “Desarrollo Humano e Inclusión Social” y “Transporte e Infraestructura”, su visión prospectiva, aporte a la estrategia de desarrollo global y los indicadores planteados para su seguimiento y evaluación; así como una valoración de los recursos canalizados y fuentes de financiamiento para la ejecución de dicho Plan.
En el estudio se identificaron mejoras en aspectos metodológicos, pero se considera que otros aspectos deben fortalecerse, para lograr una mayor eficacia del PND y su debida evaluación y rendición de cuentas, principalmente: fortalecer indicadores en cuanto a las mediciones de efecto e impacto; desagregar a nivel de estrategias, programas y metas sectoriales, la visión prospectiva planteada a nivel nacional para el largo plazo -2030-; incorporar a actores claves del desarrollo nacional, que no han estado contemplados en los planes de desarrollo, como es el caso de las municipalidades; fortalecer el Pilar 3 del PND como parte medular de la estrategia de desarrollo, definiendo acciones y responsables para hacer más eficaz y eficiente la acción del Estado; entre otros.
En el Sector Desarrollo Humano se requiere sobre todo, de la capacidad del Gobierno para hacer efectiva la coordinación interinstitucional e intersectorial; de una acción estatal articulada; y de un fortalecimiento de la capacidad instalada del IMAS, factores todos que fallaron y menoscabaron los resultados que se habían proyectado en el PND anterior. En el Sector Transporte la propuesta se considera limitada, requiriéndose de una estrategia que muestre una visión integral y articulada de la gestión de la infraestructura vial, que incluya sistemas de administración y gestión de los proyectos, gestión de los pavimentos y de los puentes, entre otros.
This study analyzes the PND 2015-2018, as a planning and national development instrument. Possible changes, methodological developments, built strategy development and institutional coverage of the PND 2015-2018 were analyzed; it was also specifically analyzed for two important sectors, "Human Development and Social Inclusion" and "Transport and Infrastructure", its prospective vision, contribution to the overall development strategy and proposed indicators were reviewed; and an assessment of resources and sources of funding for the execution of the PND was made. Improvements in methodological issues were identified, but other aspects should be strengthened to achieve greater effectiveness of the PND and proper evaluation and accountability, mainly: strengthening indicators for effect and impact measurements; disaggregate level strategies, programs and sectorial goals, prospective vision outlined at the national level for the long term -2030-; incorporate key actors of national development, which are currently not included in development plans, such as municipalities; strengthen Pillar 3 of the PND as a core part of the development strategy, defining actions and responsible for more effective and efficient government action; and strengthening institutional and inter-sectorial coordination and the establishment of a financing plan for the PND, among others. Human Development Sector requires above all, the Government's ability to make effective inter-agency and inter-sectorial coordination; an articulated state action; and strengthening the installed capacity of IMAS, all of which failed and undermined the results that were projected in the previous PND. Transport Sector proposal is considered limited, requiring a strategy that shows an integrated and articulated vision of the management of road infrastructure, including systems administration and project management, pavements and bridges, among others.
