Resumen
Hace un par de semanas les conté sobre las comisiones asociadas a la
existencia de los datafonos y la perversa presencia de un oligopolio de
emisores de tarjetas.
Les contaba sobre la ineficiente regulación que ha seguido el país y la permisiva y complaciente
actitud del Banco Central para con los bancos adquirientes y emisores de plásticos en el sistema
financiero nacional. De igual forma, les conté de la ley 9831 y su reglamentación, que obliga al
Banco Central a fijar topes o límites máximos en dichas comisiones. Hoy quiero contarles con
detalle de que se trata este procedimiento y quiénes de manera directa o indirecta han venido
quebrando el brazo de las autoridades del Banco Central y claramente, incidiendo en una
regulación incorrecta, siguiendo discrecionalmente normas y principios técnicos no acordes con la
realidad del mercado costarricense y mucho menos con la mejor marca o norma internacional a
que los obliga la ley.

Similarly, I told you about Law 9831 and its regulations, which oblige the Central Bank to set ceilings or ceilings on these commissions. Today I want to tell you in detail what this procedure is about and who, directly or indirectly, has been breaking the arm of the Central Bank authorities and clearly, influencing an incorrect regulation, following rules and technical principles that are not in keeping with the reality of the Costa Rican market, much less with the best international brand or standard to which they are required by law.
