Resumen
La presente investigación tiene como objetivo analizar la accesibilidad y la disponibilidad al recurso
hídrico en las subcuencas de Quebrada Santo Domingo, Quebrada Salitral y Quebrada Zúñiga,
localizadas en el cantón de Orotina, Alajuela. Se integra al análisis la gestión del recurso hídrico a
cargo de las ASADAS de Hacienda Vieja y de Pital-Centeno, incluyendo además el papel de la
participación ciudadana de las comunidades de Hacienda Vieja y Cuatro Esquinas en cuanto a la
gestión del agua.
Por un lado, el abordaje metodológico que determinará la disponibilidad al recurso del agua es la
aplicación del método del balance hídrico. Por otro lado, se utilizará el trabajo de campo como
método para indagar sobre la accesibilidad y la disponibilidad del agua, así como para obtener datos
sobre la gestión y participación ciudadana de las ASADAS y de las comunidades.
Lo anterior en conjunto, permite generar un análisis espacial, el cual proporciona insumos
necesarios para las ASADAS y las comunidades encargadas de velar por el acceso al recurso
hídrico, siendo esta una investigación pertinente en el ordenamiento territorial, debido a su
funcionalidad en proporcionar recursos para la toma de decisiones incidentes a nivel local.
Como principales hallazgos, se identifica que el área de estudio presenta accesibilidad al recurso
hídrico debido a dos variables principales: a) las subcuencas registran un comportamiento
hidrológico que brinda disponibilidad del agua. b) la existencia de una gestión activa y participativa
por parte de las ASADAS y la ciudadanía que permite generar los medios necesarios para que la
población tenga acceso al agua en las viviendas.
The objective of this research is to analyze the accessibility and availability of water resources in the sub-basins of Quebrada Santo Domingo, Quebrada Salitral and Quebrada Zúñiga, located in the canton of Orotina, Alajuela. The water resource management by the ASADAS of Hacienda Vieja and Pital-Centeno is integrated into the analysis, also including the role of citizen participation in water management in the communities of Hacienda Vieja and Cuatro Esquinas. On the one hand, the methodological approach that will determine the availability of water resources is the application of the water balance method. On the other hand, field work will be used as a method to investigate the accessibility and availability of water, as well as to obtain data on the management and citizen participation of the ASADAS and the communities. Together, the above allows generating a spatial analysis, which provides necessary inputs for the ASADAS and the communities in charge of ensuring access to water resources, being this a relevant research in land use planning, due to its functionality in providing resources for incident decision making at the local level. As main findings, it is identified that the study area presents accessibility to the water resource due to two main variables: a) the sub-basins register a hydrological behavior that provides water availability. b) the existence of an active and participative management by the ASADAS and the citizenship that allows generating the necessary means for the population to have access to water in their homes.
