Plan de desarrollo de la Sección Regional Universitaria de Pérez Zeledón

Abstract

En las últimas tres décadas, la región Pacífico Sur ha experimentado considerables cambios en lo económico, social y cultural. Se ha expandido el área para cultivos agrícolas; al igual que en el resto del país. Hemos visto cómo se ha formado la estructura de la propiedad de la tierra. Las vías de comunicación han despertado el interés del agricultor por colonizar más tierras. La organización institucional ha evolucionado, los servicios básicos han llegado a una considerable parte de la población, así como la educación escolar, media y superior. En cada aspecto notamos diferentes características de una región recientemente colonizada, que aspira a incrementar su participación en el desarrollo económico, social y cultural del país. Este estudio está dividido en tres partes fundamentales: 1.- Diagnóstico de la región Pacífico Sur. 2.- Sección Regional, presupuesto y costo. 3.- Proposición y evaluación de las posibles carreras a impartir en la Sección Regional. La primera parte se inicia con una reseña histórica de la Región, en la cual se pretende explicar el desarrollo que se ha generado a través de los años, así como la ubicación geográfica y su división territorial. Seguidamente presentamos un análisis de las principales vías de acceso con que cuenta cada uno de los cantones que forman la Región, (servicio terrestre, aéreo, marítimo, telefónico y telegráfico). Se presenta también en forma resumida la estructura de la Región sobre el uso y distribución de la tierra, así como el grado de tecnología usada en las explotaciones agropecuarias. Conociendo las características básicas de la Región, se procede a hacer el análisis correspondiente a los sectores productivos por cantón, tomándose en cuenta su contribución al valor bruto de la producción regional. Se compara la región con el resto del país a fin de obtener una visión clara de la participación de ésta a nivel nacional. El análisis de la población es hecho a nivel cantonal y regional; lo cual nos puede dar una visión más detallada y clara del comportamiento, crecimiento y distribución de ésta por sexo y edad. Se puede apreciar también la distribución de la población económicamente activa por sector de actividad económica, tanto a nivel cantonal como regional, siendo al mismo tiempo comparado con la situación del país. La distribución de la población económicamente activa por sexo, edad, nivel de instrucción y ocupación se analiza a nivel regional, apreciándose así su evolución histórica. Asimismo, se creyó conveniente hacer el análisis de la población estudiantil, detallándose la distribución de ésta por cantón. Se incluye la clasificación de los colegios según modalidad (académicos, técnicos, diurnos, nocturnos), así como la matrícula inicial y en el caso de los colegios académicos la tasa de retención. Además de presentar el análisis histórico, paralelamente pretendemos hacer en cada uno de los aspectos; el análisis prospectivo hasta el año 1983, con el propósito de dejar hasta donde sea posible, una idea sobre el futuro comportamiento y evolución de los principales factores que conforman la región Pacífico Sur. La segunda parte, se inicia con un análisis de la evolución de la Sección Regional, incluyendo un estudio sobre el presupuesto y costos de funcionamiento de la misma. El análisis presupuestal se hace tomando en cuenta los años de 1975 a 1979. También se presentan aproximaciones sobre los costos de cada carrera que imparte la Sección Regional de Pérez Zeledón. La tercera parte, contiene una proposición de las carreras y sus respectivos costos, de acuerdo con las necesidades de profesionales más urgentes de la región y que proponemos sean impartidas por la Sección Regional. Estas carreras las presentamos en orden de prioridad conforme a las necesidades de la región, detectadas a partir del diagnóstico realizado. In the last three decades, the South Pacific region has undergone considerable economic, social and cultural changes. The area for agricultural crops has expanded, as in the rest of the country. We have seen how the structure of land ownership has taken shape. Communication routes have awakened the farmer's interest in colonizing more land. The institutional organization has evolved, basic services have reached a considerable part of the population, as well as school, middle and higher education. In each aspect we note different characteristics of a recently colonized region, which aspires to increase its participation in the economic, social and cultural development of the country. This study is divided into three fundamental parts: 1.- Diagnosis of the South Pacific region. 2.- Regional section, budget and cost. 3.- Proposal and evaluation of the possible careers to be offered in the Regional Section. The first part begins with a historical review of the Region, in which we try to explain the development that has been generated over the years, as well as the geographic location and its territorial division. Next, we present an analysis of the main access routes that each of the cantons that make up the Region has (land, air, maritime, telephone and telegraph services). We also present a summary of the structure of the region in terms of land use and distribution, as well as the degree of technology used in agricultural and livestock exploitations. Once the basic characteristics of the region are known, an analysis is made of the productive sectors by canton, taking into account their contribution to the gross value of regional production. The region is compared with the rest of the country in order to obtain a clear vision of its participation at the national level. The population analysis is made at the canton and regional level, which can give us a more detailed and clear vision of the behavior, growth and distribution of the population by sex and age. The distribution of the economically active population by sector of economic activity can also be seen, both at the cantonal and regional level, being at the same time compared with the situation of the country. The distribution of the economically active population by sex, age, level of education and occupation is analyzed at the regional level, thus showing its historical evolution. Likewise, it was considered convenient to analyze the student population, detailing its distribution by canton. The classification of schools according to modality (academic, technical, day, night) is included, as well as the initial enrollment and, in the case of academic schools, the retention rate. In addition to presenting the historical analysis, we intend to present a prospective analysis for each of the aspects up to the year 1983, with the purpose of giving, as far as possible, an idea of the future behavior and evolution of the main factors that make up the South Pacific region. The second part begins with an analysis of the evolution of the Regional Section, including a study of its budget and operating costs. The budget analysis is made taking into account the years 1975 to 1979. Also presented are approximations of the costs of each course offered by the Pérez Zeledón Regional Section. The third part contains a proposal of the careers and their respective costs, according to the most urgent needs of professionals in the region and which we propose to be taught by the Regional Section. These careers are presented in order of priority according to the needs of the region, detected from the diagnosis made.
