Resumen
Uno de los principales componentes de la reforma del sector salud, que actualmente se encuentra en proceso de implantación, es el del desarrollo de un mecanismo de incentivos que permita el incremento de los niveles de productividad y competitividad del recurso humano. Con la aplicación de teorías gerenciales y de administración a las instituciones que componen el sector salud, el desempeño del recurso humano determina en gran medida el logro obtenido por un sistema de salud. En el presente artículo se analizan desde una perspectiva multidimensional los conceptos de competitividad, incentivos y desempeño en el sector salud con el objeto de comprender cómo se ha tratado de ir incorporando dentro del sector salud los conceptos del mercado, y cómo a su vez se enfrentan sus diversos fallos.
One of the main components of the reform of the health sector, which is currently in the process of being implemented, is the development of an incentive mechanism that allows for increased levels of productivity and competitiveness of human resources. With the application of managerial and administrative theories to the institutions that make up the health sector, the performance of human resources largely determines the achievement obtained by a health system. In this article, the concepts of competitiveness, incentives and performance in the health sector are analyzed from a multidimensional perspective in order to understand how market concepts have been tried to be incorporated into the health sector, and how they, in turn, face its various failures.
