El procedimiento administrativo por hostigamiento sexual laboral en el Instituto Nacional de Aprendizaje : la experiencia personal y laboral de mujeres funcionarias que denunciaron haber sufrido hostigamiento sexual descendente en su contra

Resumen
Analiza la experiencia personal y laboral de dos funcionarias del Instituto Nacional de Aprendizaje (INA) que, posterior al año 2015, denunciaron en sede administrativa haber sido víctimas de, al menos, una conducta de hostigamiento sexual laboral descendente, esto para la identificación de obstáculos enfrentados por ellas durante el procedimiento administrativo, y la proposición de acciones de mejora a las políticas públicas institucionales, cuyo fin es la prevención y erradicación de esta forma de violencia.
Esta investigación refiere a las distintas manifestaciones de hostigamiento sexual llevadas a cabo por los jefes inmediatos de las participantes.
A lo largo del análisis de la información aportada por las participantes en esta investigación, emergen en sus relatos, grandes coincidencias en relación con experiencia de los procedimientos administrativos de investigación que llevaron adelante a partir de su decisión de denunciar a sus hostigadores.
Se comprende que una de las características que tiene el hostigamiento sexual laboral, es la dificultad que conlleva, para las personas, el poder hacer una ruptura con ese ambiente en el que sucede la violencia, precisamente porque esta ocurre en el contexto del trabajo remunerado que les permite generar las condiciones materiales para vivir.
It analyzes the personal and work experience of two female employees of the National Learning Institute (INA) who, after 2015, denounced in administrative headquarters having been victims of at least one behavior of sexual harassment at work downward, this for the identification of obstacles faced by them during the administrative procedure, and the proposal of improvement actions to institutional public policies, whose purpose is the prevention and eradication of this form of violence. This research refers to the different manifestations of sexual harassment carried out by the immediate bosses of the participants. Throughout the analysis of the information provided by the participants in this research, there are strong coincidences in their stories in relation to the experience of the administrative procedures of investigation that they carried out after their decision to denounce their harassers. It is understood that one of the characteristics of sexual harassment at work is the difficulty for people to break away from the environment in which the violence occurs, precisely because it occurs in the context of paid work that allows them to generate the material conditions for living.
