Gestión de las misiones diplomáticas costarricenses

Resumen
Esta investigación estudia, a partir de la información contemplada en los Planes Anuales de Trabajo y los Informes de Gestión (2014), las acciones desarrolladas por diez misiones diplomáticas: tres en América (Estados Unidos, El Salvador –que incluye la representación en el SICA– y Nicaragua), dos en Asia (China y Singapur), dos en Europa (la misión bilateral conjunta ante Bélgica y Luxemburgo, y la misión multilateral ante la Unión Europea), una en Medio Oriente (Catar) y las delegaciones nacionales en la ONU y la OEA. Además, con el propósito de contribuir en la formulación de nuevas herramientas para conocer y medir el alcance de dichas acciones, se presenta un breve perfil de las embajadas. Los resultados muestran que la acción exterior del país es activa, pero está centrada en la atención de actores de bajo perfil y se concentra –fundamentalmente- en representar al Estado costarricense en las actividades convocadas por el Estado receptor, organizaciones y empresas privadas. Este hallazgo evidencia la importancia, de dar seguimiento y evaluar las labores que desempeñan tanto las embajadas como su personal, pues si bien los Informes de Gestión posibilitan un acercamiento, lo cierto es que se desconoce el alcance de la gestión de cada embajada en la política exterior y el desarrollo humano.
This research studies, based on the information contained in the Annual Work Plans and Management Reports (2014), the actions carried out by ten diplomatic missions: three in the Americas (United States, El Salvador -which includes representation in SICA- and Nicaragua), two in Asia (China and Singapore), two in Europe (the joint bilateral mission to Belgium and Luxembourg, and the multilateral mission to the European Union), one in the Middle East (Qatar) and the national delegations to the UN and the OAS. In addition, with the purpose of contributing to the formulation of new tools to know and measure the scope of these actions, a brief profile of the embassies is presented. The results show that the country's external action is active, but is focused on low-profile actors and concentrates mainly on representing the Costa Rican State in activities organized by the host State, organizations and private companies. This finding demonstrates the importance of monitoring and evaluating the work carried out by both embassies and their staff, because although the Management Reports make it possible to get closer, the truth is that the scope of the management of each embassy in foreign policy and human development is unknown.
