La existencia de desajustes y excesos en algunas instituciones del Estado en materia de incentivos y mecanismos de retribución al desempeño laboral ha sido objeto de una critica fuerte en los últimos años. Ciertamente, el desorden institucional y las diferencias entre las llamadas instituciones autónomas y semiautónomas del Estado y los órganos del Gobierno central han provocado una divergente y atomizada estructura de salarios y de incentivos en el ambiente laboral público.
The existence of imbalances and excesses in some State institutions in terms of incentives and compensation mechanisms for work performance has been the subject of strong criticism in recent years. Certainly, the institutional disorder and the differences between the so-called autonomous and semi-autonomous institutions of the State and the organs of the central Government have caused a divergent and atomized structure of wages and incentives in the public work environment.
