Mapeo de actores y perspectivas de la adhesión de Costa Rica a la OCDE y la Alianza del Pacífico

Abstract

Durante la administración Chinchilla Miranda (2010-2014) se planteó la adhesión de Costa Rica a dos bloques económicos importantes: la Organización para la Cooperación y el Desarrollo Económico (OCDE) y la Alianza del Pacífico (AP). No obstante, en la Administración Solís-Rivera (2014-2018) avanzan a ritmos muy diferentes y son objeto de distintos niveles de apoyo o crítica. Por su parte, el proceso de adhesión a la OCDE tiene todo el apoyo, respaldo y financiamiento requerido para su implementación; por el contrario, el proceso de ingreso a la AP está detenido desde que inició la administración Solís-Rivera. Esta ponencia pretende identificar los actores y las posiciones que estos tienen frente a la incorporación del país a la AP y a la OCDE. Se estructura, por ende, en dos grandes secciones. La primera realiza una descripción del proceso de adhesión de Costa Rica a la OCDE, así como los retos y las perspectivas que poseen diferentes sectores ante dicho proceso de ingreso. La segunda parte se dedica al estudio del proceso de incorporación de Costa Rica a la AP, así como a analizar las posiciones a favor y en contra de diferentes actores frente a este proceso. Por último, se presentan los hallazgos de la ponencia. Resulta relevante señalar que esta investigación no pretende establecer una recomendación de la decisión a tomar en los respectivos ámbitos, tampoco pretende señalar las ventajas y desventajas que uno u otro proceso tendrían, la propuesta es establecer un mapeo de actores que permita comprender las posiciones particulares de sectores interesados en cada proceso.

During the Chinchilla Miranda administration (2010-2014), Costa Rica's accession to two important economic blocs was proposed: the Organization for Economic Cooperation and Development (OECD) and the Pacific Alliance (PA). However, in the Solís-Rivera Administration (2014-2018) they are progressing at very different paces and are subject to different levels of support or criticism. For its part, the OECD accession process has all the support, backing and financing required for its implementation; in contrast, the PA accession process has been at a standstill since the Solís-Rivera administration began. This paper aims to identify the actors and their positions regarding the country's accession to the PA and the OECD. It is therefore structured in two main sections. The first section describes the process of Costa Rica's accession to the OECD, as well as the challenges and perspectives that different sectors have regarding this accession process. The second part is devoted to the study of the process of Costa Rica's accession to the PA, as well as to the analysis of the positions of different actors in favor and against this process. Finally, the findings of the paper are presented. It is important to point out that this research does not intend to establish a recommendation of the decision to be taken in the respective areas, nor does it intend to point out the advantages and disadvantages that one or the other process would have; the proposal is to establish a mapping of actors that allows understanding the particular positions of sectors interested in each process.
