Integración de las funciones sustantivas: una experiencia de trabajo interuniversitario con enfoque territorial

Resumen
En Costa Rica, el Consejo Nacional de Rectores (Conare), tiene como visión “ser un referente nacional e internacional como un articulador del Sistema de Educación Superior para el desarrollo y la vinculación con la sociedad”, orientación que se logra mediante la integración de las funciones sustantivas (docencia, investigación y extensión), en el marco de una relación dialógica con los distintas poblaciones interlocutoras. El objetivo del escrito es mostrar la experiencia del Fondo del Sistema de Extensión y Acción Social del Conare, durante el periodo 2019 - 2023, para el vínculo interuniversitario y la articulación de las funciones sustantivas en atención a las necesidades en los diversos territorios. El proceso seguido es de tipo descriptivo en el que se analizan algunos indicadores de productos y resultados de este tipo de proyectos no solo para la comunidad académica sino para las poblaciones interlocutoras. La integración de las áreas sustantivas es fundamental para una mayor efectividad e incidencia social en los territorios. Sumar a esto la articulación interuniversitaria constituye todo un reto que ha demandado readecuar metodologías de trabajo para la generación de objetivos comunes, metodologías más participativas y una mayor eficiencia en el uso de recursos, entre otros elementos.
In Costa Rica, the National Council of Rectors (Conare), has as its vision "to be a national and international reference as an articulator of the Higher Education System for development and linkage with society", an orientation that is achieved through the integration of the substantive functions (teaching, research and extension), within the framework of a dialogical relationship with the different interlocutor populations. The objective of the paper is to show the experience of the Fund of the Extension and Social Action System of Conare, during the period 2019 - 2023, for the inter-university link and the articulation of the substantive functions in response to the needs in the various territories. The process followed is of a descriptive type in which some indicators of products and results of this type of projects are analyzed not only for the academic community but also for the interlocutor populations. The integration of the substantive areas is fundamental for greater effectiveness and social impact in the territories. Adding to this the inter-university articulation is a challenge that has demanded readjusting work methodologies for the generation of common objectives, more participatory methodologies and greater efficiency in the use of resources, among other elements.
