If one were to describe the management of international trade by the Citizens' Action Party (PAC), ideological protectionism would be the best way to do so. First they erred in the case of rice, then the avocado and, if that were not enough, more recently the country has earned the commercial enmity of Brazil and Canada for the case of sugar; in addition to Argentina, Uruguay and Mexico for the other two cases. PAC governments have put Costa Rica’s trade relations in a complex situation vis-à-vis other nations, a scenario that not only could end up costing the state but also drags innocent businesses and consumers.
