Los programas de transferencias monetarias condicionadas en América Latina y el Caribe: ¿un nuevo rostro de la política social? (STD 001-2014)

Resumen
El propósito fundamental de este documento es presentar un balance de las tendencias y situación actual de la política social en América Latina y el Caribe, ahora centrada – en gran medida – en la entrega de transferencias (fundamentalmente monetarias) concebidas como subsidios al ingreso familiar, focalizadas en hogares en condición de pobreza; a diferencia de su evolución anterior asociada – en lo fundamental – a la provisión de bienes y prestación de servicios. La metodología utilizada es investigación documental, con base en bibliografía especializada analizada con conocimiento de primera mano y sistematización de Bases de Datos de organismos internacionales. Para efectos de análisis se establece una periodización, destacando momentos o estadios de desarrollo, base para abordar como pregunta central: ¿cuándo, cómo y por qué la política social empieza a cobrar este nuevo rostro bajo el alero de la Protección Social? El estudio evidencia que la novedad estriba no solamente en la reorientación de las prestaciones, sino también en la estructuración y fisonomía del quehacer y accionar institucional, y que en la actualidad la política social – por lo menos en algunos países de la región – parece ocupar un lugar más destacado en la agenda gubernamental.
The main goal is to bring forward a balance of the trends and current situation of Social Policy in Latin America and the Caribbean, at the moment centered – to a large extent – on the delivery / handing over of transfers (mainly money) or subsidies to the familiar income, focused on low-income households; unlike previous evolution related – basically – with de provision of goods and social services. The backbone of this study is Documentary Research, based on specialized bibliography analyzed with firsthand knowledge, as well as Data Base systematization of international organizations. For purpose of analysis, we will help us weave (once a functioning periodization has been defined and set up) an inter-temporal analytical framework through both the various (sometimes, non-linear) stages of development, as the basement to approach the central question: when, how, and why does social policy morph into this new-faced entity below the eaves of Social Protection scheme? The study evidences that the novelty lies not so much on refocusing or, rather, reorienting handouts (be they monetary or otherwise), but changes on the structuring and physiognomy of institutional actions and processes; when nowadays the Social Policy – at least in some countries from the region – seems to occupy a more prominent place on the government agenda.
