Resumen
La dinámica con que los procesos globalizadores de las economías mundiales y la fuerza con que la mundialización cultural se ha venido imponiendo en casi todas las regiones del planeta, han situado, a los países, tradicionalmente periféricoso tercer mundistas, en un escenario económico, social y educativo de evidente desventaja. Los datos de una distribución económica inequitativa y el incesante incremento de la exclusión social de grandes grupos de personas en estas regiones, patentiza la enorme brecha que se está ensanchando en términos de desarrollo humano y por lo mismo,del ejercicio de los Derechos Humanos mínimos.
The dynamics of globalization in the world's economies and the force with which cultural globalization has been imposed in almost every region of the planet have placed traditionally peripheral Third World countries at a clearly disadvantaged economic, social, and educational level. The evidence of inequitable economic distribution and the continuing increase in social exclusion among large groups of people in these regions demonstrates the enormous gap that is widening in terms of human development and, consequently, in the enjoyment of basic human rights.
