Aprendizaje social en el desarrollo urbano ante la globalización: Un análisis económico-político e institucional del espacio metropolitano (GAM) de Costa Rica

Resumen
En años recientes ha venido emergiendo en Costa Rica una controversia en torno al presente y el futuro de la Gran Área Metropolitana (GAM), impulsando la propuesta del Plan Regional Urbano (PRUGAM) en 2008/09 que posteriormente ha sido descartado y sustituido (en 2012) por una aparente alternativa llamada Plan de Ordenamiento Territorial (POTGAM). El presente trabajo pretende revelar los principales límites de índole conceptual-analítica que están y siguen siendo inmanentes en las dos iniciativas señaladas para enfrentar adecuadamente los desafíos de gestión económica, social, ambiental e institucional de la GAM en el contexto de globalización y crisis del capitalismo neoliberal. Para esta apreciación critica y la propuesta alternativa de política urbana regional se asume la perspectiva reinterpretativa de la economía política del desarrollo geográficamente desigual para espacios globales con múltiples escalas por un lado. Por otro, recurre a la perspectiva institucionalista-cultural de evolución y aprendizaje social, ambos centrados en la reapropiación incluyente del espacio de vida digna por parte del sujeto-actor.
In recent years, a controversy has emerged in Costa Rica regarding the present and future of the Greater Metropolitan Area (GAM), promoting the proposal of the Urban Regional Plan (PRUGAM) in 2008/09 which has subsequently been discarded and replaced (in 2012) by an apparent alternative called the Territorial Ordering Plan (POTGAM). This work aims to reveal the main conceptual-analytical limits that are and continue to be immanent in the two initiatives mentioned to adequately face the challenges of economic, social, environmental and institutional management of the GAM in the context of globalization and the crisis of capitalism. neoliberal. For this critical appreciation and the alternative proposal of regional urban policy, the reinterpretative perspective of the political economy of geographically unequal development for global spaces with multiple scales is assumed on the one hand. On the other, it resorts to the institutionalist-cultural perspective of evolution and social learning, both focused on the inclusive reappropriation of the dignified living space by the subject-actor.
