Reflexiones: 12 medidas para atender la crisis económica desde una perspectiva social demócrata. (VI propuesta)

Abstract

El gasto tributario o exoneraciones se han convertido en el problema central del sistema tributario costarricense. Siempre tenemos una excusa para exonerar a uno u otro actor del sistema económico. Este tema se vuelve de no acabar, dado que como bien decimos en nuestro campo, si es bueno para el ganso, también lo será para la gansa. Al final del día, todos quieren pasar de pasajeros gratis en el sistema fiscal. No importa sin son cooperativas, zonas francas. No quiero manifestarme sobre si son buenos o malos, los subsidios y exoneraciones deben de ser transparentes y generar el impacto que dicen tener, de lo contrario estaremos generando distorsiones y cargas desiguales en el sistema económico, generando y propiciando desigualdad y trato especial, sin fundamento.
