Corría el año 1994 cuando discutíamos acaloradamente sobre el concepto de valor del ambiente y los recursos naturales. Debatíamos sobre la innegable importancia de los bosques, la fauna, la biodiversidad y, con ella, todos los ecosistemas, pero estábamos enfrentados a la terrible deforestación del país, a pesar de las multas y leyes que la prohibían.
El ministro de Ambiente y Energía René Castro Salazar nos lanzó el reto para que buscáramos la forma de reconocer el valor de los servicios ambientales que producían los ecosistemas terrestres. Según el criterio de los más conservacionistas, no se podía; era inconmensurable; los más desarrollistas determinaron que el mercado ya los valoraba, pero en cero. También, se consideró que sería perverso continuar perdiendo los bosques y sus servicios ambientales por la imperfección del mercado.
It was 1994 when we were discussing the concept of value of the environment and natural resources. We discussed the undeniable importance of forests, fauna, biodiversity and, with it, all ecosystems, but we were faced with the terrible deforestation of the country, despite the fines and laws that prohibited it. The Minister of Environment and Energy, René Castro Salazar, challenged us to find ways to recognize the value of the environmental services produced by terrestrial ecosystems. According to the conservationists' criteria, it was not possible; it was immeasurable; the developmentalists determined that the market already valued them, but at zero. It was also felt that it would be perverse to continue to lose forests and their environmental services because of market imperfection.
