Resumen
Un Tratado de Libre Comercio es un instrumento que puede favorecer o no una estrategia autónoma de desarrollo. Bajo este prisma es importante acercarse a la valoración de los resultados de las negociaciones de Costa Rica y Centroamérica con los Estados Unidos, a efectos de poner en perspectiva sus alcances e implicaciones.
Una dificultad para hacer esta valoración es que no existe una imagen de país compartida por la sociedad costarricense. Las diferencias están a la orden del país tanto en lo global (rumbo de la nación) como ante problemas específicos (telecomunicaciones, seguros, la reforma fiscal, la lucha contra la pobreza, etc.).

From this perspective, it is important to approach the assessment of the results of the negotiations between Costa Rica and Central America with the United States, in order to put their scope and implications in perspective. One difficulty in making this assessment is that there is no image of the country shared by Costa Rican society. Differences are at the order of the country both globally (heading the nation) and to specific problems (telecommunications, insurance, tax reform, the fight against poverty, etc.).
