Resumen
El turismo en espacios de fronteras es un fenómeno de larga data, sin embargo, al mismo le hace falta mucha documentación e investigación, principalmente en las regiones fronterizas de América Latina. Es por ello, que se ha tratado de incursionar en la indagación de los fenómenos relacionados con el turismo transfronterizo con sus posibles impactos y dinámicas. Uno de estos es el denominado turismo social, el cual hoy podría ser visto como una alternativa de reactivación del sector turístico ante la amenaza del COVID-19. En las últimas décadas se ha venido desarrollando a nivel internacional un nuevo modelo de turismo que ha intentado tomar en cuenta a los sectores más vulnerables de la población. A este nuevo modelo se la ha denominado turismo social, el cual plantea la posibilidad o derecho al disfrute del ocio sin distingo social. En Costa Rica desde hace un par de años se está tratando de implementar este modelo, con una experiencia de una comunidad ubicada en espacios de frontera como lo es La Fortuna de San Carlos, en las cercanías de la frontera con Nicaragua.La finalidad de este documento es presentar un análisis del reciente fenómeno del turismo social en espacios de frontera y su vinculación tanto en las políticas turísticas como con el desarrollo local de las comunidades fronterizas de Costa Rica.
Tourism in border areas is a long-standing phenomenon, however, it requires a lot of documentation and research, mainly in the border regions of Latin America. For this reason, an attempt has been made to investigate the phenomena related to cross-border tourism with its possible impacts and dynamics. One of these is the so-called social tourism, which today could be seen as an alternative for the reactivation of the tourism sector in the face of the threat of COVID-19. In recent decades, a new tourism model has been developed at the international level that has tried to take into account the most vulnerable sectors of the population. This new model has been called social tourism, which raises the possibility or right to enjoy leisure without social distinction. In Costa Rica, for a couple of years, an attempt has been made to implement this model, with the experience of a community located in border areas such as La Fortuna de San Carlos, near the border with Nicaragua. The purpose of this document is to present an analysis of the recent phenomenon of social tourism in border areas and its link both in tourism policies and with the local development of border communities in Costa Rica.
