Construcción de lineamientos para la localización de terrenos en el área metropolitana de Heredia, dirigidos a la solución de vivienda social, para la población de los asentamientos informales de Guararí

Abstract

Los asentamientos informales son una problemática que afronta Costa Rica desde el siglo XX; sin embargo, el Estado ha utilizado muy pocas variables socioespaciales y priorizado los materiales y costos de la vivienda. Este accionar ha permitido la construcción de soluciones habitacionales en lugares que no facilitan la integración social, generando que las personas beneficiarias no disfruten de una mejor calidad de vida a largo plazo. En aras de mejorar la problemática, esta investigación ha desarrollado una metodología para la localización de terrenos dirigidos a albergar vivienda de interés social; la cual integra criterios técnicos y sociales. Estos últimos generados desde la interacción con habitantes (entrevistas, talleres y encuestas) en Guararí de Heredia. Dichos criterios han sido instrumentalizados mediante los Sistemas de Información Geográfica (SIG). Asimismo, este trabajo ha generado lineamientos que buscan facilitar la adaptación de la población con el entorno y la comunidad; además, se ha obtenido un mapa de idoneidad, el cual puede ser utilizado por los entes encargados de desarrollar vivienda para la selección de los sitios más adecuados.

Informal settlements are a problem that Costa Rica has been facing since the 20th century; however, the State has used very few socio-spatial variables and has prioritized housing materials and costs. This action has allowed the construction of housing solutions in places that do not facilitate social integration and ultimately the beneficiaries do not enjoy a better quality of life in the long term. In order to improve this situation, this research has developed a methodology to locate suitable sites upon which to build social interest housing. This methodology integrates technical and social criteria; the latter are generated from interactions with inhabitants (interviews, workshops and surveys) with the inhabitants of Guararí in Heredia, that have been instrumentalized through Geographic Information Systems (GIS). Likewise, this work has generated guidelines that seek to facilitate the adaptation of the population to the environment and within the community. In addition, a suitability map has been obtained, that can be used by the entities in charge of developing housing for the selection of the most suitable sites.
