Resumen
El Decreto Ejecutivo N° 42747-MINAE de enero 2021 plantea la sustitución del Búnker como fuente de energía utilizado en la industria por otra fuente menos contaminante, como el gas LP.
Esta sustitución de una fuente de energía contaminante por una fuente de energía menos contaminantes implica un incremento en los costos de producción principalmente, costos que no fueron considerandos a la hora de promulgar este decreto.
Por tal razon, este documento desarrolla un análisis comparativo entre ambos hidrocarburos con el propósito de generar insumos que permitan evaluar los efectos que esto tiene sobre la competitividad del sector industrial del país, Se utiliza una metodología que combina el análisis culitativo con elementos descriptivo del enfoque cuantitativo.
Dentro de los principales resultados del análisis se destaca el hecho que la poítica pública tiene efectos en los costos de producción del sector industrial y en el la competitividad del sector. Los efectos de la sustitución podrían implicar un aumento en los costos operativos de las empresas de aproximadamente un 20%. El incremento podría variar según la naturaleza de la industria y la escala de planta.
The Executive Decree No. 42747-MINAE from January 2021, as a public policy, proposes the replacement of Bunker fuel as an energy source used in the industry with another less polluting source, such as LP gas. However, the substitution of a polluting energy with another less polluting source will likely increase production cost, mainly those costs that were not considered when this decree was enacted. For this reason, this document develops a comparative analysis between both hydrocarbons to evaluate the effects this shift has on the competitiveness of the country's industrial sector. A methodology is used that combines qualitative analysis with descriptive elements of the quantitative approach. Among the main results of the analysis, it stands out that the public policy has effects on production costs and competitiveness of the industrial sector. The effects of the aforementioned substitution may imply an increase in the operating costs of enterprises by approximately 20%. The increase could vary depending on the nature of the industry and the scale of the plant.
