Since the 1990s, there has been less polarization in Costa Rica, as in the Latin American region, between the main economic schools when analyzing the issue of the role of the State in creating conditions for the development of business competitiveness. The extensive debate that has been taking place in recent years on the most recent industrialization processes has contributed to this, characterized in some cases by the absence of positive sustainability achievements and in others by the existence of successful policy results. adopted. Precisely, in relation to the Southeast Asian experience, Smith (2000: Xii) argues that "there are difficulties in explaining the success of the industrialization of these economies in terms of traditional theories and, consequently, more attention is being paid to new industrial policy approaches such as selecting winners and governing markets.
