Resumen
Se reflexiona sobre las costas mesoamericanas como espacios
de importantes interacciones transfronterizas, de carácter
natural, económico y social. En ese sentido, el gran reto para
la gobernabilidad de las zonas marino-costeras de carácter
transfronterizo lo constituye el cómo enfrentar la paradoja
que genera la existencia de un sistema político altamente
fragmentado conviviendo con unidades biofísicas transfronterizas.
Así, se argumenta que la implementación de mecanismos
que garanticen una buena gobernabilidad se enfrenta a
obstáculos que principalmente son políticos, como es el caso
de los espacios que fueron o son parte de las disputas limítrofes,
pero también de orden económico debido a la extracción
de recursos naturales y ambientales y por la contaminación
que reciben los litorales de las áreas continentales. Lo anterior
se refleja en el golfo de Fonseca, donde los estados tienen
muchos problemas en actuar colectivamente, debido, entre
otras cosas, a la debilidad de las instituciones y la ausencia de
mecanismos que potencien la acción colectiva en la gestión de
los recursos transfronterizos.
The purpose of this article is to give a thought to Middle American coasts as spaces of cross-border important interactions in the natural, economic and social aspect. In that sense, the big challenge for governability in marine-coastal areas with cross-border conditions is how to face the paradox produced by the existence of a political system highly fragmented coexisting with cross-border biophysical units. Hence, the article discusses that the implementation of mechanisms guaranteeing a good governability copes with obstacles, mainly political, as it is the case of spaces that were or are part in the bordering disputes, and of economic order, due to natural and environmental resources extraction, as a result of pollution received by coastlines in continental areas. The above is reflected in the Fonseca’s Gulf, where countries have many problems to work together. This caused by, among other things, the weakness of institutions or the absence of mechanisms to foster the cooperative action in the negotiation of crossborder resources.
