Principales enfoques del desarrollo: sus concepciones de pobreza y mediciones

Abstract

El objetivo de este escrito es brindar un marco de referencia teórico, que analice y compare dos de los enfoques predominantes al pensar desarrollo desde las ciencias sociales: el de la economía ortodoxa, basado en el crecimiento económico y la teoría neoclásica, y, el enfoque de capacidades y libertades, así como las concepciones de pobreza y medidas económicas que se desprenden de ellos; y sus implicaciones en la elaboración de política pública y económica. Para lograr este objetivo se realizó una revisión y sistematización de literatura extensa (+100 documentos académicos) seleccionando 66 escritos, complementada con la discusión con expertos en el marco del congreso anual de la Society for the Advancement of Socio-Economics (SASE) en la Universidad de Ámsterdam (2022). Encontrado que las definiciones presentan divergencias con implicaciones relevantes para la política económica y estructuración de los proyectos desarrollo. Al definir desarrollo, se define implícitamente pobreza, privación y subdesarrollo; y, se establecen las dimensiones o necesidades básicas a subsanar, y caminos para hacerlo. La política pública y económica busca direccionar y facilitar el proyecto desarrollo, por ello, requiere conocer a profundidad los potenciales caminos a seguir, y las posibles omisiones que implican.

The objective of this paper is to provide a theoretical framework that analyzes and compares two of the predominant approaches when thinking about development from social sciences: the one from orthodox economics, based on economic growth and the neoclassical theory, and the capabilities and freedoms approach, as well as the conceptions of poverty and economic measures that arise from them; and its implications in the elaboration of public and economic policy. To achieve this objective, an extensive review and systematization of literature was carried out (+100 academic documents), selecting 66, complemented by the discussion with experts within the frame of the annual congress of the Society for the Advancement of Socio-Economics (SASE) at the University from Amsterdam (2022). Finding that the definitions present divergences with relevant implications for economic policy and the structuring of development projects. When defining development, poverty, deprivation, and underdevelopment are implicitly defined; and the dimensions or basic needs to be corrected, and the legitimate ways to do so, are established. Public and economic policy seeks to direct and facilitate the development project; therefore, it requires in-depth knowledge of the potential paths to follow, and the possible omissions they imply.
