Resumen
Este informe representa una aproximación sobre la caracterización del Sector de Micro y Pequeñas Empresas (MPE). Como tal pretende revelar la naturaleza y magnitud de la problemática del Sector en Costa Rica, según la percepción de los empresarios y las instituciones de apoyo.
La base de la información recolectada ha sido la encuesta de los empresarios y las instituciones de apoyo, entrevistas a expertos y la revisión de la literatura pertinente.
La naturaleza exploratoria del estudio conlleva las limitaciones que son propias de este tipo de esfuerzo, principalmente lo que se refiere a la cobertura selectiva de parámetros, el limitado tiempo para el análisis más exhaustivo, tanto de las relaciones entre secciones como de la naturaleza dinámica de las relaciones entre la MPE y su entorno socioeconómico e institucional.
Sin embargo, a pesar de estas limitaciones, el informe provee de significativos elementos de caracterización, algunos completamente nuevos y otros simplemente actualizados. Creemos que estos elementos son los necesarios –aunque no suficientes– para emprender acciones normativas, programáticas y/o operativas por parte de los organismos públicos y privados involucrados en el sector. En especial el esfuerzo encabezado por el Ministerio de Planificación, con miras a obtener un consenso interinstitucional para la formulación de un Programa Nacional de Desarrollo para el Sector de Micro y Pequeña Empresa, del cual una propuesta con sus lineamientos generales fue preparada por algunos de los miembros del equipo de trabajo de este proyecto.
El lector debe mirar este informe como la base para un diálogo más activo entre las instituciones participantes y como tal, dejamos abierta la invitación a recibir por parte de las instituciones involucradas, todo tipo de observaciones y sugerencias, que contribuyan al mejoramiento de este Diagnóstico, lo que redundará en beneficio de los empresarios, trabajadores e instituciones del Sector MPE.
This report represents an approximation of the characterization of the Micro and Small Enterprise Sector (MSE). As such, it intends to reveal the nature and magnitude of the sector's problems in Costa Rica, according to the perception of entrepreneurs and support institutions. The basis of the information collected has been the survey of entrepreneurs and support institutions, interviews with experts and the review of relevant literature. The exploratory nature of the study entails the limitations that are typical of this type of effort, mainly regarding the selective coverage of parameters, the limited time for more exhaustive analysis, both of the relationships between sections and of the dynamic nature of the relationships between the MSE and its socioeconomic and institutional environment. However, despite these limitations, the report provides significant elements of characterization, some completely new and others simply updated. We believe that these elements are necessary -although not sufficient- to undertake normative, programmatic and/or operational actions by the public and private agencies involved in the sector. In particular, the effort led by the Ministry of Planning, with a view to obtaining an inter-institutional consensus for the formulation of a National Development Program for the Micro and Small Enterprise Sector, of which a proposal with its general guidelines was prepared by some of the members of the working team of this project. The reader should view this report as the basis for a more active dialogue among the participating institutions and as such, we leave open the invitation to receive from the institutions involved, all kinds of observations and suggestions that contribute to the improvement of this Diagnosis, which will benefit the entrepreneurs, workers and institutions of the MSE Sector.
