Resumen
En el país existe un relativo consenso sobre la necesidad de reducir
el déficit fiscal a niveles sostenibles,
que ronden entre el 2% y 3% de la
producción nacional. Sin embargo, este “acuerdo a medias” parece
desvanecerse cuando los diferentes
actores políticos entran en el detalle sobre cómo lograrlo: incrementando los impuestos, estableciendo
nuevos impuestos, cobrando mejor
los impuestos existentes o reduciendo el gasto público.
En este sentido, lo que no se
puede dejar de lado es que para
incrementar los ingresos fiscales es
preciso que haya mayor crecimiento económico, de esta manera existirían mayores recursos sobre los
cuales el Gobierno podría recaudar,
ya sean los actuales o eventualmente algunos nuevos. Sin embargo,
desde hace ya varios años, la economía de base nacional (es decir,
sin zonas francas) no crece más allá
del 5%
