The consumption of rice and beans forms a substantial part of the diet of Costa Ricans and, in particular, is essential for the consumption of the poorest and most vulnerable families in the country. The Costa Rican production of rice and beans is not enough to supply the local market, so it is necessary to resort to imports with or without duty, of both products.
