Instrumentos fiscales ambientales: un mecanismo para financiar la protección ambiental en Costa Rica

Abstract

Esta investigación tiene por objetivo identificar los instrumentos fiscales ambientales utilizados en Costa Rica durante el periodo 2010-2019, así como mostrar los ingresos generados por cada uno. Al mismo tiempo, se pretende incluir dentro de la discusión fiscal del país, la sostenibilidad del financiamiento de la protección ambiental.

Costa Rica utiliza un conjunto de instrumentos económicos fiscales ambientales, entre los que se encuentran impuestos y cánones. El instrumento más importante, por su peso relativo en los ingresos tributarios, es el Impuesto Único a los Combustibles. Dentro de los ingresos no tributarios destacan además el Canon de Aguas y el Canon de Vertidos.

Las principales instituciones beneficiadoras de los recursos provenientes de estos instrumentos fiscales son: el Programa de Pago de Servicios Ambientales del Fondo Nacional de Financiamiento Forestal, el Sistema Nacional de Áreas de Conservación y en menor medida la Dirección de Aguas, estos últimos adscritos al Ministerio de Ambiente y Energía.

Los ingresos provenientes del uso de los instrumentos fiscales ambientales no garantizan el financiamiento de los planes, programas y proyectos para la protección ambiental que Costa Rica tiene planificados. En consecuencia, se deben identificar nuevos mecanismos e instrumentos para el financiamiento de actividades en favor del ambiente para darle sostenibilidad financiera.

La investigación utiliza fuentes primarias y secundarias para ubicar los datos estadísticos, así como la revisión de leyes y normativas existentes.

This research aims to identify the environmental fiscal instruments used in Costa Rica during the 2010-2019 period, as well as to show the income generated by each one. At the same time, it is intended to include within the fiscal discussion of the country, the sustainability of the financing of environmental protection.

Costa Rica uses a set of environmental fiscal economic instruments, among which are taxes and canons. The most important instrument, due to its relative weight in tax revenues, is the Impuesto Único a los Combustibles. Among the non-tax revenues, the Canon de Aguas and the Canon de Vertidos also stand out.

The main beneficiary institutions of the resources from these fiscal instruments are the Programa de Pago de Servicios Ambientales of the Fondo Nacional de Financiamiento Forestal, the Sistema Nacional de Áreas de Conservación and to a lesser extent the Water Directorate, the latter attached to the Ministerio de Ambiente y Energía.

The income from the use of environmental fiscal instruments does not guarantee the financing of plans, programs and projects for environmental protection that Costa Rica has planned. Consequently, new mechanisms and instruments must be identified for financing activities in favor of the environment to give it financial sustainability.

The research uses primary and secondary sources to locate statistical data, as well as the revision of existing laws and regulations.
