The problem addressed in this investigation is that the Haitian government imposed import restrictions on 23 Dominican products, which contravenes the agreements and agreements reached in this regard and violates the provisions of the Memorandum of Understanding on Trade Relations between the governments of Haiti and the Dominican Republic, signed on July 10, 2014. Restrictions on these products, including cement, whose exports fell from 27% to 16.5%, significantly affected the volume of exports to the neighboring country. Consequently, the purpose of this research is to analyze the implications for the cement industry of import restrictions on products of Dominican origin by the Government of Haiti; In the same way, to identify the agreements that regulate the bilateral trade between Haiti and Dominican Republic, that affect the exports of Dominican cement; And finally determine the technical barriers and non-tariff barriers that affect Dominican cement exports to Haiti. The nature of the research will be qualitative of a descriptive nature, using the deductive method. Documental research techniques were implemented. As a result of the investigation, it was found that as a result of these restrictions, formal trade between Haiti and the Dominican Republic decreased US $ 400 million in exports compared to 2015. These restrictions also led to an increase in smuggling at the border, Countries. In addition, cement oversupply, combined with high production costs, has begun to depress this productive sector of the Dominican economy.
